mooralj@hqda.army.mil. The Defense Supply Service-Washington, on behalf
of the Office of the Secretary of Defense (OSD), Program Analysis and
Evaluation (PA&E), has a requirement for the performance of studies in
assisting PA&E's Strategic Defensive and Space Programs Division in
evaluating the Airborne Laser (ABL). The Government requires that the
contractor apply existing computer models to analyze atmospheric
propagation issues associated with the ABL. Where appropriate, the
contractor shall modify and improve these models and supplement them
using statistical analyses or other mathematical techniques. PA&E
requires independent assessments of technical concepts and designs of
ballistic missile defense systems. The objective is to evaluate
selected alternatives and technical issues in support of OSD's role in
both the PBBS and the process for acquiring major systems. The
contractor will analyze various methods of calculating atmospheric
turbulence and the impact of turbulence of effective range. The
contractor will also examine the expected performance of current and
projected adaptive optical systems to compensate for atmospheric
turbulence. Finally, the implications of turbulence on the
effectiveness of beacon and tracking illuminators will be assessed.
Analytical techniques will be matched to the problem at hand and the
level of detail required to resolve the issues. A high degree of
specialized technical expertise will be required to execute the tasks
successfully. The contractor will deliver technical notes and/or
briefings upon completing each task. This is a one time requirement and
the overall level of effort for this requirement is estimated at 160
