380-4625 The US Army Simulation, Training and Instrumentation Command
(STRICOM) has a requirement for non-personal System Engineering and
Technical Assistance (SETA) support services to support all of
STRICOM's functional activities (e.g. Engineering, Logistics,
Acquisition, Legal, Program Management, etc.). Support efforts may
involve: translation of user requirements, formulation of trainer
concepts, preparation of specifications, analysis of cost and training
effectiveness, risk analysis, instructional system design, program
planning and documentation, analysis and application of logistics
support, configuration management, RAM analysis and design, safety and
test planning and execution, product assurance, verification of
software, and life cycle cost analyses. Both customer site and
contractor site support is anticipated. SETA is for a base effort of 12
months and four additional 1-year options. This will be a competitive
procurement in accordance with FAR part 15 as a partial small business
set-aside and apartial 8(a) set-aside. The Government intends to make
two awards of an Indefinite Delivery/Indefinite Quantity contract
resulting from this solicitation. One award will be to a small business
firm and one award will be to an 8(a) firm. Delivery orders will be
issued on a Firm Fixed-Price or Time and Material basis. The Standard
Industrial Classification (SIC) Code for this acquisition is 8711, and
the small standard size is $20 million. A facility capable of storing
classified data up to the level of SECRET is required to be
maintained. Access to contractor personnel for frequent meetings and
exchange of data requires the contractor facility to be maintained
within the Orlando, FL local dialing area. Special non-disclosure and
conflict of interest clauses are anticipated provisions of the contract
to be awarded. A draft solicitation will be posted on or about 19 June
1998 to the internet via the STRICOM Home Page at www.stricom.army.mil
under Procurement Information. It is anticipated that a formal Request
for Proposal (RFP), N61339-98-R-0023, will be posted on or about 29
June 1998 to the internet via the STRICOM Home Page as well. It is
requested that any party who downloads a copy of the RFP, provide an
electronic response to Mrs. Vallerie Scipio at
vallerie_scipio@stricom.army.mil with their company name, phone number,
address (including e-mail address), and a point of contact so that a
bidder's list my be compiled. Requests for hard copies of the
solicitation should be sent to the following address: US Army

The Government intends to provide information updates on this program
to all interested parties via electronic means only. A one day
pre-proposal conference will be held 14 July 1998 from 9:00 to 5:00 at
the Holiday Inn Select, Orlando East, UCF Area, 12125 High Tech
Avenue, Orlando, FL 32817, phone number: (407) 275-9000. When making
your reservations, please indicate that you are attending the SETA
pre-proposal conference. A block of rooms at a discount rate has been
set aside for conference participants. Cut off date for confirming a
reservation is 23 June 1998. Each company is limited to 3 attendees per
company. Everyone proposing to attend the conference is requested to
contact the Contract Specialist, Ms. Vallerie Scipio, via e-mail by 23
