R -- SYSTEM ENGINEERING AND TECHNICAL ASSISTANCE (SETA) SOL N61339-98-R-0023 POC Vallerie Scipio, Contract Specialist, (407) 380-4625 The US Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement for non-personal System Engineering and Technical Assistance (SETA) support services to support all of STRICOM's functional activities (e.g. Engineering, Logistics, Acquisition, Legal, Program Management, etc.). Support efforts may involve: translation of user requirements, formulation of trainer concepts, preparation of specifications, analysis of cost and training effectiveness, risk analysis, instructional system design, program planning and documentation, analysis and application of logistics support, configuration management, RAM analysis and design, safety and test planning and execution, product assurance, verification of software, and life cycle cost analyses. Both customer site and contractor site support is anticipated. SETA is for a base effort of 12 months and four additional 1-year options. This will be a competitive procurement in accordance with FAR part 15 as a partial small business set-aside and apartial 8(a) set-aside. The Government intends to make two awards of an Indefinite Delivery/Indefinite Quantity contract resulting from this solicitation. One award will be to a small business firm and one award will be to an 8(a) firm. Delivery orders will be issued on a Firm Fixed-Price or Time and Material basis. The Standard Industrial Classification (SIC) Code for this acquisition is 8711, and the small standard size is $20 million. A facility capable of storing classified data up to the level of SECRET is required to be maintained. Access to contractor personnel for frequent meetings and exchange of data requires the contractor facility to be maintained within the Orlando, FL local dialing area. Special non-disclosure and conflict of interest clauses are anticipated provisions of the contract to be awarded. A draft solicitation will be posted on or about 19 June 1998 to the internet via the STRICOM Home Page at www.stricom.army.mil under Procurement Information. It is anticipated that a formal Request for Proposal (RFP), N61339-98-R-0023, will be posted on or about 29 June 1998 to the internet via the STRICOM Home Page as well.
