commercial items prepared in accordance with the format in Federal
Acquisition Regulation document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation F23606 98 Q0395
is being issued as a Request For Quotation. The Government will award
a contract resulting from this solicitation to the responsible offeror
having the lowest overall price and best value. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04 and Defense Acquisition
Circular 91-13. This acquisition is set aside 100% for small business,
standard industrial classification code 7699 and small business size
standard is $5.0M. The Defense Priorities and Allocations System (DPAS)
rating is S-10. CLIN 0001: Furnish all labor, materials, equipment and
transportation necessary to upgrade existing chain driven crash gate
opener/closer with a hydraulic system. Remove any existing power or
panels, electrical or control, that are not required with the new
hydraulic system. Perform applicable tests and engineering to ensure
system capabilities. Provide working drawings with quotation. Gate
specifics: Approximate weight -1700 pounds; type -- horizontal
cantilever; size -- 31'0"; opening -- 20'0"; open/close rate about 150
times per day with occasional heavy use up to 300 times per day.
Travel rate of hydraulic gate to close within 3-6 seconds. Must include
soft start/stop feature. Test and operate lock mechanism and drive to
manufacturers specifications. Provide and install manual winch for
emergency back-up in case of power failure. Provide minimum five (5)
year warranty on parts and one year on installation workmanship. All
tests on equipment will be witnessed and approved by the Contracting
Officer or their designee. Final inspection and testing will be
performed for acceptance and approval which will begin the warranty
period. Performance period 20-31 July 1998, excluding weekends.
Acceptance and delivery is FOB destination. Due to the nature and
location of the crash gate requiring upgrade there will be only one
site visit scheduled for 30 June 1998, 1:00PM CST. Those interested in
attending the site visit must contact Brian Munley at 660/687-4548 to
obtain the necessary clearance. Plan on providing the names, social
security numbers, and date of birth of personnel planning to attend on
company letterhead. Additionally, vehicle descriptions such as make,
model, year, VIN number, and license plate numbers will be needed for
clearance. Time delays should be anticipated for processing into the
work site. Information pertaining to the site visit must be provided by
4:00PM CST, 23 June 1998. Blanket Wage Determination No. 94-2307,
Revision No. 11, dated 06/30/1997, shall be incorporated in resulting
award. Provision 52.212-1, Instructions to Offerors Commercial Items
(Apr 1998) applies to this acquisition. Addenda to 52.212-1
incorporates the statement "All references to "offer" and "offeror" are
hereby changed to read "quote" and "quoter" respectively." Quotes will
be evaluated according to the lowest responsible responsive quote.
Clause 52.212-4, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Commercial Items (Apr 1998), applies to
this acquisition. Addenda to 52.212-4 incorporates the statement "All
references to "offer" and "offeror" are hereby changed to read "quote"
and "quoter" respectively." Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Commercial Items (Apr 1998) to include the following subparagraph: (a),
(b)(3), (b)(5-10), (c)(1-2), (c)(4-5) and (e), applies to this
acquisition. DFARS Clause 252.212-7000, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items (Feb 1997), applies to this
acquisition. All quoters shall include a completed copy of provisions
52.212-3 and DFARS Provision 252.212-7000 with their quote. DFARS
Clause 252.204-7004, Required Central Contractor Registration (Mar
1998) applies to this acquisition. The above Provisions and Clauses may
