Peters (719) 333-2735 This project includes, but not limited to, repair
of the Cadet Gymnasium, Bldg 2170. Contractor shall provide all labor,
materials and equipment necessary to perform the following work: (1)
Replace the following: HVAC system for the Natatorium and the Physical
Therapy suite; heating system pumps and converters; water heating,
chemical treatment, and filtration system for the Natatorium pool;
Natatorium ceiling and lighting; ceiling and walls of the Whirlpool
room; portions of electrical distribution system; sump pumps and
controls; domestic hot water heating system, (2) Rebuild gutter for the
Natatorium pool, (3) Repair surfaces of Natatorium pool and deck, and
(4) Install double doors to corridor for room A-180. (5) Five bid
additives to replace Motor Control Center (MCC) No.5 and associated
feeders; replace MCC No. 1 and associated feeders; replace panelboards
fed from west substation and associated feeders; replace MCC No 2 and
associated feeders; and provide eight additional diving blocks. This
project includes a sole source requirement for Staefa Control Systems
DDC HVAC Controls only. This project also includes the removal of
asbestos materials. Contract type will be firm fixed. The performance
period is 120 days administrative time and 210 days on-site. The
estimated construction magnitude is between $5,000,000 and $10,000,000.
Funds are not presently available for this project. It is our intent to
award this project prior to 30 Sep 98 if Fiscal Year (FY) 1998 funds
become available. Otherwise, the project will be awarded when FY 1999
funds become available, or a continuing federal budget resolution is
passed by Congress, but no later than 29 Nov 98. The resultant
contractor will be permitted storage on-site in a pre-designated
contractor storage yard. Responsible sources may request this

sizestandard for this solicitation is one where the average annual
receipts of the concern and its affiliates for the preceding three
fiscal years does not exceed $7 million. This solicitation is being
competed as unrestricted IAW the Small Business Competitive
Demonstration Program. Bids will be evaluated in accordance with DFARS
252.219-7008 entitled "Notice of Evaluation Preference for Small
Disadvantaged Business Concerns-Construction Acquisitions-Test
Program". The solicitation is tentatively scheduled for issuance on or
about 26 Jun 98. Women-owned and small disadvantaged business concerns
are encouraged to submit offers. If a large business is the apparent
low bidder, a subcontracting plan will be obtained prior to award.
Copies of this solicitation are limited to 75 and priority issuance of
the solicitation will be to those contractors who identify themselves
as "PRIME" contractors on a first come basis. The specifications and
drawings will be issued on a compact disk format. Concerns may review
