Directorate, Assessment and Demonstrations Division (AFRL/MNA) located
at Eglin Air Force Base, FL, will host an "Industry Day" for the
Powered Low Cost Autonomous Attack System (LOCAAS) Advanced Technology
Demonstration (ATD). The conference will be held on 24 June 1998, from
12:30 PM to 4:30 PM central time, at the Base Theater, Bldg 1763
Memorial Trail, Memorial Lake Shopping Center, Eglin AFB, 32542. A
synopses of the draft requirements for the ATD was published in the CBD
on 28 January 1998 and can be found at

Monitor these sites regularly for the latest posting of information as
it becomes available. All aspects of acquisition streamlining will be
considered for this procurement, to include the use of Other
Transactions Assistance Instruments under 10 U.S.C. 2371 expanded use
for prototypes (Section 845). The intent of the Powered LOCAAS Industry
Day is to open communication between the Government and Industry by
providing an overview of the program's requirements, obtain input from
industry regarding the acquisition and conduct an informal market
survey. A draft Program Research and Development Announcement (PRDA)
will be made available during the conference. The LOCAAS team will be
available for one-on-one discussions with potential prime contractors
only following the briefing, as requested. If necessary, additional
discussions may be scheduled for the morning of the 25th. An Ombudsman
has been appointed to hear concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
source selection process. Interested parties are invited to call Lt.
Col. Gary Libell, 850/882-2872. The Ombudsman should only be contacted
with issues or problems that have been previously brought to the
attention of the contracting officer and could not be satisfactorily
resolved at that level. The established channel for routine
