synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). THE EQUIPMENT SHALL
BE A SOLID STATE, RADIO FREQUENCY (RF) INDUCTION HEATING SYSTEM
CAPABLE OF HEATING SMALL LABORATORY SPECIMENS TO AT LEAST 1100 DEGREES
C IN AIR. THE SPECIMENS ARE TYPICALLY IN ONE OF TWO FORMS; PLATE
SPECIMENS 6" IN LENGTH AND 1" WIDE AND 0.25" THICK OR CYLINDRICAL
SPECIMENS 5" IN LENGTH AND 0.6" IN DIAMETER.THE SPECIMEN MATERIAL IS
TYPICALLY Ni ALLOYS AND Ti ALLOYS AND THEIR COMPOSITES.THE ENDS OF THE
SPECIMENS WILL BE HELD WITH WATER COOLED GRIPS. THE EQUIPMENT WILL BE
CAPABLE OF CONTINUOUS OPERATION FOR AT LEAST 4000 HOURS. SOLID STATE
RADIO FREQUENCY INDUCTION HEATING POWER SUPPLY. A. SHALL BE CAPABLE OF
DELIVERING AT LEAST 5 KW OF RF POWER AT THE WORK COIL B. INPUT POWER
SHALL BE 440 VOLTS, 50/60 HZ, 3 PHASE, 7.5 KVA MAX. THE MAXIMUM
VOLTAGES GENERATED WITHIN THE UNIT SHALL BE LINE VOLTAGE OR LESS. C.
SHALL BE MICROPROCESSOR CONTROLED PROVIDING AUTOMATIC TUNING FOR
MAXIMUM LOAD OVER THE FREQUENCY RANGE OF 50 TO 450 KHZ. AFTER OPERATING
PARAMETERS HAVE BEEN ESTABLISHED THE VOLTAGE SHALL GO TO ZERO FOR
INSTANT ON/OFF POWER. D.SHALL BE HOUSED IN A CABINET MEETING NEMA
STANDARD VOLUME ONE, JUNE 1976. A HINGED DOOR WITH SAFETY INTERLOCKS
SHALL BE PROVIDED TO ALLOW FRONT ACCESS. THE CABINET SHALL BE NO LARGER
THAN 38" WIDE BY 26" DEEP BY 38" HIGH. E. THE CONTROL SECTION OF THE
GENERATOR SHALL INCLUDE AS A MINIMUM, READOUTS OF THE FOLLOWING: DC
VOLTAGE, DC CURRENT, DC POWER, RF FREQUENCY, STATUS CONDITION. F.SHALL
INCORPORATE A RESONANT TANK CIRCUIT OF THE PARALLEL L-C
(INDUCTOR-CAPACITOR) TYPE. AL COMPONENTS OF THE TANK CIRCUIT INCLUDING
THE WORK COIL SHALL BE WATER COOLED. G VOLTAGELEVELS AT THE ISOLATED
WORK COIL SHALL BE 500 VOLTS (RMS) MAXIMUM TO MINIMIZE DANGER TO
PERSONNEL AND EQUIPMENT IN THE EVENT OF ACCIDENTAL GROUNDING. H. THE
OUTPUT POWER MUST BE STABLE WITH A +/- 10% FLUCTUATION IN SUPPLY AC
POWER LINE. I. THE INDUCTION HEATING POWER SUPPLY SHALL INCLUDE A
REMOTE HEAT STATION. THE WATER COOLED WORK COIL USED TO HEAT THE
LABORATORY SPECIMEN IS ATTACHED TO THE REMOTE HEAT STATION. THE WATER
COOLED WORK COIL SHALL BE SUPPLIED BY NASA. J. THE INDUCTION HEATING
POWER SUPPLY SHALL BE COMPATIBLE WITH A WEST TEMPERATURE CONTROLLER.
THIS TEMPERATURE CONTROLLER SHALL BE USED FOR CLOSED LOOP CONTROL OF
THE INDUCTION HEATING POWER SUPPLY. THE WEST TEMPERATURE
CONTROOLER,MODEL N5010-T1127-H21-C651-D0-E0-A0000-X361 IS GOVERNMENT
OWNED AND SHALL BE INSTALLED BY NASA.THE TEMPERATURE CONTROLLER SHALL
UTILIZE PLATINUM/PLATINUM-13% RHODIUM (TYPER) THERMOCOUPLES FOR CONTROL
SIGNAL INPUT. DOCUMENTATION THE CONTRACTOR SHALL SUPPLY TWO SETS OF
DRAWINGS, OPERATION AND MAINTENANCE MANUALS FOR ALL COMPONENTS OF THE
HEATING SYSTEM. The provisions and clauses in the RFQ are those in
effect through FAC 97-90-46. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3567 and 500, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to NASA
LEWIS RESEARCH CENTER is required within 30 days ARO. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified

writing no later than 6-19-98. Quotations are due by CLOSE OF
BUSINESS, 6-19-98 to the address specified above and to the attention
of the KONRAD MADER. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
