This announcement constitutes the only solicitation and quotes are being requested as a result from this notice. Solicitation # 98HQQQ0337 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-46. This solicitation is 100% set-aside for small business. The applicable Standard Industry Code is 3823. The U.S. Geological Survey (USGS) Water Resources Division, Troy, NY, has a requirement for the following brand name automated water-sampling equipment and accessories in order to provide compatability with existing electronic data loggers and computer programs (quantities are in parenthesis): 6700 ISCO sampler full-size, 68-6700-063 (25); bottle ring -- for wedge shaped bottles, 60-9003-242 (17); discharge tubes (25 pk) 68-6700-045 (2); 3/8"intake tubing -- 500 ft roll, 68-1680-059 (2); 3/8" teflon suction line -- bulk, SPA569 (300 ft); 3/8" Polypropylene strainer, 60-1394-071 (21); 3/8" stainless steel strainer, 60-2684-110 (5); 3/8" straight connector, 60-1393-105 (22); connect cable, 60-1394-077 (27); power cable, 60-1394-023 (27); 1000 ml wedge-shaped polypropylene bottles w/polyethylene-lined lids, 100 pack, 68-3700-046 (16); polypropylene 1 liter wedge bottles, 24 w/caps, retaining ring, and two discharge tubes, 68-6700-006 (4); silicone discharge line, bulk, 68-6700-047 (2); glass 950ml round bottles w/caps, liners, base adapter, retaining ring, & two discharge tubes, 68-6700-009 (4). Delivery will be to Troy, N.Y. within 2 weeks of date of award. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR Provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition with the following evaluation criteria to be included in paragraph (a):(i) price, (ii) technical capability, and (iii) past performance. Importance of the specific evaluation criteria is in descending order and will be based on information submitted in response to this RFQ. It is recommended that information be included that demonstrates that the item offered meets all of the solicitation requirements. In accordance with FAR Provision 52-212-2, the Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical capability, and past performance factors considered. Past performance information shall include recent and relevant contracts for the same or similar items that were awarded or performed within the past 3 years or are currently in force. The Past Performance List shall include the following: 1) name, address, telephone number of the contracting organization, and Contracting Officer; 2)contract number, item description, and dollar value; and 3)date of contract and period of performance. FAR Provision 52-212-3, Offeror Representations and Certifications -- Commercial Items and FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items apply to this acquisition. Offerors that fail to furnish the required representations or information, or that reject the terms and conditions of the solicitation, may be excluded from consideration.
