NASA/GSFC plans to issue a Request for Quotation (RFQ)972-76212-710 for 500 each of a GPS Radiosonde, LOS Type 1548-611, to operate with Viz GPS-W9000 Ground Station. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from VIZ Manufacturing Co, Philadelphia, PA. Radiosondes provided by the VIZ Mfg. Co. utilize an on-board ten-channel GPS receiver which downlinks to the ground processing station and can provide raw GPS line of sight (LOS) information and/or position, velocity, and time (PVT) information. PVT data are processed on the in-flight radiosonde and transmitted to the ground which the LOS data are stored on the ground for recalculation. Other vendors do not offer a full code correlated system and do not access as many GPS satellites as can the VIZ system. Other vendor radiosondes can not work with the current NASA-owned VIZ Manufacturing Co. GPS W-9000 ground equipment. Other vendors offer completly different sensors which would change the long-term data base developed using VIZ sensors. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
