This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67861-98-Q-0078 applies. The standard industrial code is 3648 and the business size standard is 500 employees. The Government contemplates awarding a firm-fixed price contract for the following Contract Line Item Numbers: 0001 -- 8 FT Tandem Fluorescent Light Fixtures, 339 EA; 0002 -- 4 FT Tandem Fluorescent Light Fixtures, 65 EA, 0003 -- Emergency Light Fixture, 1 EA; 0004 -- Wall Fixture, 1 EA; 0005 -- Utility Light Fixture, 1 EA. The Government requires the removal, proper disposal, and replacement of existing lighting, consisting of 339 8-foot tandem fluorescent light fixtures, 65 40-foot fluorescent light fixtures, 1 emergency light fixture, 1 wall fixture and 1 utility light fixture. The contractor shall furnish material and labor to replace existing 8-foot light fixtures with 8-foot tandem fluorescent light fixtures with wraparound surface mount units, rapid start electronic ballast's, and 4-40 watt high efficiency bulbs installed; replace existing 4-foot light fixtures with 4-foot tandem fluorescent light fixtures with wraparound surface mount units, rapid start electronic ballast's, and 2-40 watt high efficiency light bulbs installed; replace emergency light fixture, wall fixture and utility fixture. The proposed unit prices for each line item shall include material and labor for removal, disposal and replacement. The required delivery date is 30 days after the award of the contract to be delivered FOB destination to: US Marine Corps Reserve Center, 5572 Smith Road, Brook Park, OH 44142-2027. Acceptance shall be made at destination. The provisions and clauses are incorporated intothis RFP by reference and are in effect through Federal Acquisition Circular 97-04 dated 23 February 1998. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items Applies with the following addenda: 1. Paragraph (a), add the following sentence: "The SIC code is 3648". 2. Paragraph (b), second sentence, delete "letterhead stationery, or as otherwise specified in the solicitation." 3. Paragraph (h), delete in its entirety, and substitute the following: "Award. The government plans to award a single contract resulting from this solicitation." The provision at FAR 52.212-2, Evaluation -- Commercial Items applies with the following addenda: 1. Paragraph (a), complete the sentence "The following factors shall be used to evaluate offers:" by inserting the following evaluation factors: "(i) technical capability of the item offered to meet the Government needs, to include commercial warranty; (ii) price; and (iii) past performance." 2. Delete the last sentence in Paragraph (a) and insert "The evaluation factors above are listed in descending order of importance."
