synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested through this announcement and a written solicitation will not
be issued. This announcement is the solicitation. The solicitation
number is 53SBNB860077. The solicitation is issued as a Request for
Quotation (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-04. This requirement is not set-aside; The SIC Code associated with
this requirement is 3827 and the size standard is 500 employees. The
Offeror shall identify the Contract Line Item Numbers (CLINs) in the

Please provide your pricing in the CLIN structure identified above. The
Contractor shall furnish the necessary personnel, material, equipment,
services and facilities to meet the following requirement. The
Contractor shall provide the National Institute of Standards and
Technology (NIST) with a Image Analysis System that meets the following
requirements: Comprehensive selection of digital imaging analysis;
Application solutions for measurements of digital and real time thermal
spray coating images (particles in flight, impacting splats and
interface contiguity); Digital image analysis requirements for process
protyping in thermal spray coatings includes applications that can
perform automatic processing of multiple exposure images
(autocorrelation, particle tracking, particle image velicimetry,
Fourier transform analysis) and morphological analysis (size, shape,
area, count, percent, etc.) Phase identification and scan large areas
at high resolution through multiple field analysis; Monitor system
shall present application software and image on same screen; a minimum
of 8.4 gigabyte hard drive; a minimum of 128 Meg of RAM; a high
resolution (minimum 736 x 574) color camera with both monochrome and
color; Programmable scan input for compatibility with non-standardvideo
sources; Premium PC: Pentium 300 MHZ Pentium II or faster; Full Macro
library; and, Built in PIV and Fourier transfer analysis software. Due
to the complexity of the multiple exposure images (auto-correlations,
particle tracking, particle interactions on the substrate, etc.)
specialized transformations and enhancements like those described below
to decipher these images shall be provided: Grey transforms such as top
hats may be used for identification of small detail (useful in analysis
for fine structure); Gradient (useful for identification of subtle grey
level changes); Color images segmented into RGB (Red, Green, Blue) or
HSI (Hue, Saturation, Intensity). The ability to detect and analyze
colors in both modes allows the user to detect structure with very
subtle color variation more accurately and respectably; Automated
analysis of coincident structures including number of substructures and
total area included by substructure. This can be used in texture
analysis (thermal spray coatings) and opticalreticle analysis; Qwin
software tools applied in a macro sequence to be used in a repetitive
fashion or driven interactively under operator control. The Contractor
shall provide warranty with this system. The Government requires
delivery within 60 days after receipt of the order. FOB Destination.
The system shall be delivered as one unit to the National Institute of
Standards and Technology, Building 231, Room B156, Gaithersburg,
Maryland. The system shall be installed by the Contractor. The
Contractor shall provide at least one copy of the user manuals for the
system. The Contractor shall grant the Government the right to
reproduce the manual. The Contractor shall provide user training on the
system. The training shall be conducted at NIST, Gaithersburg,
Maryland, as mutually agreed to by the parties. The Contractor shall
provide at a minimum one year of warranty on the system. The provision
at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. Offerors are
responsible for submitting information in an original and two copies
which addresses (1) FAR 52.212-1, (2) the technical requirements, (3)
Warranty terms and conditions, and (4) Prices in accordance with the
CLIN structure above and a copy of any published price lists. In
addition, the Offeror shall submit one completed and signed
representations and certification in accordance with FAR 52.212-3. A
copy of these representations and certifications can be downloaded from

Evaluation-Commercial Items, applies with the evaluation and award
based on lowest priced technically acceptable. To be considered
technically acceptable, the Offeror shall submit information/product
literature/product description which addresses each of the technical
requirements stated above. Offerors should assume that the evaluation
will be based primarily on the information submitted in response to
this combined synopsis/solicitation. Promises to comply or a blanket
offer of compliance with the requirements is not acceptable and will be
considered as not meeting the technical requirements. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition and will be incorporated in the resulting contract.
The clause at FAR 52.212-5, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition and incorporates those clauses
identified as items (6) through (10) and (13). All responsible sources
may submit an offer which will be considered. Offers must be submitted
