City, FL A -- EXPLOSIVE NEUTRALIZATION PRE-PLANNED PRODUCT IMPROVEMENTS POC

Contracting Officer, (850)234-4863 The Naval Surface Warfare Center,
Dahlgren Division, Coastal Systems Station, Panama City, Florida, is
seeking sources for execution of engineering and manufacturing
development of the Explosive Neutralization Pre-Planned Product
Improvements Program. The Program will expand the capabilities of the
Shallow Water Assault Breaching (SABRE) System and the Distributed
Explosive Technology (DET) System by incorporating pre-planned product
improvements with the SABRE and DET explosive payloads. Specifically,
the Program will develop extended range, insensitive munition (IM)
compliant rocket motors, an integrated fire control system, rocket
motor launchers, and associated equipment to improve the deployment
characteristics of the SABRE and DET explosive payloads. The
development includes an option for improved fuses for the SABRE and DET
systems. The end result of the program will be fully functional systems
(including energetics) incorporating the improvements for Government
testing. The explosive payloads and concept of deployment for the
Program are: (1) The SABRE system is a linear explosive array composed
of 130 discreet 10-pound explosive charges, evenly spaced at 3-feet
intervals. SABRE is approximately 390 feet long and is deployed via
rocket motor from the deck of the Navy's Landing Craft, Air Cushion
(LCAC) into the surf zone region (10 feet to 3 feet deep). After
sinking to the bottom of the surf zone, the SABRE detonates with a
fire-and-forget fuse. (2) DET is a 180-ft wide by 180-ft long
two-dimensional array of detonating cord and inert Kevlar strength
members. DET is deployed via two rocket motors from the LCAC deck into
the region of the surf zone that is 3-ft deep to the high water mark.
After sinking to the bottom of the surf zone, the DET detonates with
a fire-and-forget fuse. Only currently known sources or those sources
withdemonstrated experience/capabilities who respond to this synopsis
will be considered for future solicitation. Interested sources must
provide their experience/capabilitiesstatements for evaluation no later
than 14 July 1998. Experience/capability statements must be provided
