competitive Request for Offer (RFO) to prepare and complete a
comprehensive, academically-sound, well-documented, peer reviewed
book-lenght manuscript (approximately 500 typescript pages) entitled,
THE DEVELOPMENT OF CENTAUR UPPER STAGE AND AMERICAN ROCKETRY. The
manuscript shall include documenting and analyzing the process of
aerospace innovation through the development of the Centaur upper
stage, perhaps the salient rocket technology used in the American
commercial launcher program to date. A key ingredient of this is the
manner in which the technology was conceived and developed in
government laboratories, especially at the Lewis Research Center, and
then spun off into commercial application. The work will comment on the
prospect of how technological knowledge has been advanced, over the
history of the agency and its predecessor, discuss the nature and
development of technological R&D, and analyze the role of technology
transfer in the aerospace arena. Thestudy will explore the process of
key policy-makers, engineers, and scientists in formulating research,
design, development, and technology transfer processes. The contractor
responsible for conducting this project will be expected to perform
primary archival research; interview key participants; identify,
categorize, and investigate all known information relating to the
development of this subject; and write an analytical, intellectually
rigorous but readable history of this subject, acceptable for
publication as a scholarly work. This final product will be illustrated
only as appropriate to explain the issues raised in the written work.
This procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. See
Numbered Note 26. All qualified responsible sources may submit an offer
which shall be considered by the agency. The anticipated release date
of the RFO is on or about June 12, 1998, with an anticipated offer due
date of on or about July 13, 1998. An ombudsman has been appointed --
