Services Administration working with a private sector development
management company (Development Manager) and the Bureau of Alcohol,
Tobacco and Firearms (ATF) is seeking an architectural firm to provide
architectural design services. The required architectural services are
for a development to house the National Laboratory Center and a Fire
Investigation Research and Education facility (ATF National Laboratory)
for the ATF. The current program calls for approximately 14,400 gross
square meters (GSM) (155,000 gross square feet (GSF)) of building
development and associated site improvements on a site in suburban
Maryland. ATF will use the ATF National Laboratory to support its
regulatory and criminal enforcement operations nationwide including:
performing chemical, physical and instrumental analysis of products
that contain alcohol and tobacco; forensic laboratory analyses of
evidentiary materials needed to support federal agents in their
firearms, arson, and explosive investigations; and fire investigation
research and education. The preliminary building program is organized
into three distinct functions: the National Laboratory Center totaling
approximately 7,710 GSM (83,000 GSF); Services functions totaling
approximately 2,140 GSM (23,000 GSF); and the Fire Investigation
Research and Education facility totaling approximately 4,550 GSM
(49,000 GSF). The Estimated Construction Cost range is $40 to $60
million. GSA, ATF, and the Development Manager have set the following
goals for the project: to provide a reliable, efficient, flexible, cost
effective, state-of-the-art facility for ATF; to occupy the project no
later than June 2001; to complete the project at the most reasonable
cost; to employ the best commercial practices in all aspects of the
project; and to create a facility which reinforces an appropriate
progressive, highly professional, and efficient image for ATF as a
world-class law enforcement organization. It is anticipated the
Development Manager acting on behalf of its government partners will
select the most qualified Architectural Firm. The Architect for the ATF
National Laboratory will contract directly with the Development Manager
and will be the leader and manager of the design team from program
confirmation through acceptance of the facility by GSA/ATF and the
Development Manager. The Architect will work with the project team to
identify and select engineers and consultants necessary to complete the
design, documentation required for the project. The Architect will
enter into subcontracts with all required Engineers and Consultants.
This Request for Qualifications (RFQ) seeks information on qualified
Architects only. In addition to the typical range of Architectural
Design Services such as architectural, civil, landscape design,
structural, mechanical, electrical, space planning, and interior
design; other design specialties are required including: laboratory,
telecommunications (data, voice & video), fire center, fire/life
safety, blast resistance, and facilities security. The Architects
Services will be organized into the following phases which may, to the
extent necessary to meet project objectives, occur concurrently:
program confirmation, site verification and site planning,
conceptual/schematic design, design development, laboratory furniture
fixtures and equipment specification, construction documentation,
bidding and negotiation, FF&E procurement. All design services shall be
performed in accordance with GSA quality standards as described in GSA
PBS PQ100.1 (metric) for conventional design with prescriptive
specifications for project construction; and other standards as may be
required by the Development Manager. Contracted Architect Design
Services shall also include surveys, studies, and presentations as may
be required to secure permits, regulatory, code, and agency approvals
for the successful execution of the project. The Evaluation Criteria
for selection are as follows: I. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE (40%) A. Demonstrated firm-wide general and forensic
laboratory experience; B. Demonstrated experience in the design of
unique technical facilities requiring multi-disciplinary coordination;
C. Experience with secure facilities; II. PROFESSIONAL QUALIFICATIONS
(20%) A. Professional qualifications necessary for the satisfactory
performance of required services; B. Demonstrated key project personnel
experience; III. PAST PERFORMANCE (20%) A. Past Performance on
contracts with government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; B. Previous client satisfaction; IV. LOCATION (10%) A.
Accessibility to the project team; V. CAPABILITIES OF FIRM (10%) A.
Capacity to accomplish the work in the required time. If selected for
an interview, the Architectural Firm shall be prepared to discuss all
aspects of the Evaluation Criteria indicated above and to demonstrate
the ability to fulfill all contract requirements. SUBMITTAL
REQUIREMENTS: Firms having the capabilities to perform the
servicesdescribed in this announcement are invited to respond by
submitting A.) A completed SF-254 for the Architectural (Architect's)
Firm, which must be dated not more than twelve (12) months before the
date of this synopsis, B) EXECUTIVE SUMMARY: Provide an Executive
Summary of less than three pages summarizing why the respondent is most
highly qualified to serve as architect for the ATF National Laboratory.
C) FIRM DESCRIPTION: a) Describe the number and locations of all firm
offices and identify the office proposed as serving the ATF National
Laboratory Project; b) give a brief firm history; c) identify the
current number of employees by discipline; and e) provide evidence of
license to practice architecture in the State of Maryland. D) RELEVANT
FIRM EXPERIENCE: a) Provide a list of relevant projects completed or
in progress during the last ten years. Relevant projects may include:
laboratories; secure facilities; unique technical facilities; projects
requiring coordination and management of significant projectteams; and
projects for use by Federal government agencies. b) Select a minimum of
four projects, not to exceed ten, which in the respondent's view best
represents the relevant project experience and submit the following
information on each: brief project description and respondent's role;
up to three photographs; project cost and schedule duration; list of
project engineers and consultants; current project and end user
references, including name, current title and role on project,
telephone number, and facsimile number. E) QUALIFICATIONS OF KEY
PERSONNEL: a) Provide resumes of proposed key personnel and identify
their respective roles throughout all phases of the project; b) List
relevant projects completed or in progress for each of the key
individuals; c) provide an organization chart reflecting the roles of
key individuals and the management approach to the project; and d)
provide a statement reflecting the extent of availability and level of
commitment to the project for each of the key individuals. F) PROJECT
APPROACH The National Laboratory will be located in suburban Maryland.
GSA and ATF maintain offices in downtown Washington, DC and the
anticipated development manager is headquartered in Chicago, IL but
maintains an office in the Washington area. It is anticipated that
various engineers and consultants may have offices outside the
Washington area. Respondents shall identify the location of the
proposed primary office responsible for the project, and project office
if different from the primary location, as well as a description of the
respondent's management procedures and practices for ensuring a high
level of interaction, communication, and coordination with the
governments project management team. G) SUBMISSION REQUIREMENTS Submit

3:00 pm local time on the due date in this notice. Submit NINE (9)
copies of the response to the Request for Qualifications to: Walsh
Higgins & Company, 101 E. Erie Street, Chicago, IL 60611, attention:
Mr. Thomas R. Samuels, Executive Vice President by 3:00pm local time on
the due date in this notice. The following information must be on the
outside of the sealed envelope: Solicitation Number/Title, Due Date,
and Closing Time. Late responses are subject to FAR Provision 52.214-7.
Submittals shall be formated as 8 " x 11" and bound as a single
document. Contract procured under the Brooks Act and FAR 36. This
request for qualifications supercedes and replaces any previous RFQ for
