DAKF29) SOURCE0SOURCES SOUGHT -- Sources are currently being sought for
an OMB A-76 Cost Comparison Study that examines the possibility to
convert Government "in house" operations to contractor operations at
Charles E. Kelly Support Facility (CEKSF), Oakdale, PA. The functions
involved to date are Public Works, Information Management Services,
Installation Logistics Support Services and Community Activities
Services. The following is a basic description of what is contained in
the Performance Work Statement to date. Public Works -- Provide public
works engineering services to all activities within CEKSF and its
annexes as reflected in the installation real property inventory to
include: maintenance, repair and minor construction; grounds
maintenance, snow and ice alleviation. Provides environmental services
to comply with local, state and federal standards and laws. Provides
suply services and self help program through stock control and
warehousing operations. Provides emergency services as required.
Operates automated (IFS-M) to capture all work management data to
include in-house labor, supplies, materials and equipment rental by
work order number and facility code to meet mandated requirements.
INFORMATION MANAGEMENT SERVICES -- Includes, but is not limited to,
automated data processing to include electronic mail, copying and
reproduction, audiovisual information, telecommunications and networks.
Perform operational duties associated with the IMA mission such, as but
not limited to, micro computer systems, hardware and software
installation, sustainment, administration, local area network,
maintenance, administration, and help desk support. INSTALLATION
LOGISTICS SUPPORT -- Provides transportation services and supply
services to military units, activities and other federal agencies
within the CEKSF area of responsibility, as defined in AR 5-9.
Transportation includes material movements, personnel movement
operations, personal property movements (in-bound/out-bound household
goods), unit movement coordination (AUEL)), and installation vehicle
support (General Services Administration(GSA)). Supply services
includes stock control operations, ordering of supplies, warehousing,
property control and central facility operations (Oakdale and Neville
Island), and receiving and classifying material for military agencies,
such as the U.S. Marines, recruiting stations, and the Army Reserve,
to include the processing of repair parts for the DS/GS maintenance
operation at Neville Island. COMMUNITY ACTIVITIES SERVICES (CAS) --
Provides community activities support, excluding
Morale/Welfare/Recreation (MWR) for all Department of Defense (DOD)
personnel in western Pennsylvania, West Virginia and Eastern Ohio. The
functions include providing passport photographs, administering Army
Emergency Relief (AER) assistance, coordinating retirement services and
providing community activities programs. Ddetermines, allocates, and
accounts for the efficient use of funds, manpower and facilities for
CAS operations. Initiates business practices to further mission goals,
Promotes customer services and ensures that customer services is top
priority. Deals with customer needs and concerns in all CAS operations
and facilities. Adminsters, operates and approves AER assistance IAW
Army Regulation 930-4 for the entire area. Maintains an AER assistance
log, promotes a yearly AER campaign, and submits reports IAW AR 930-4.
Provides retirement personnel and family members on retirement
services, conducts annual Retiree Activity Days (RAD), and publishes
and distributes the retiree newsletter semi-annually. Obtains and
disseminates information on space available flights, VA assistance,
dental programs, mail-in prescription plans, Tricare medicare program,
and other quality of life programs. Informs and updates services
members and dependents on the various issues of health benefits, AER,
and all the various quality of life programs available to the military
community. Coordinates soldier compassionate reassignments. The
anticipated SIC Code for this acquistion is 8744, Facilities Support
Management Services. Businesses, including their affliliates with
annual receipts of $20,000,000 or less during the past 12 months are
considered small. Government Furnished Property/Equipment will be
turned over to the contractor to perform required services. Respondents
must identify expertise in the above functions by submission of a
capability statement; past performance (3-5 years, client, point of
contact, estimated value). Respondents must identify their business
status, i.e., women-owned, Native American 8(a) or small business.
Capability statements should not exceed 10 pages. The contract will
provide for a 60 day phase in period. Basic period of performance is
anticipated to be from 1 Aug 2000 to 31 July 2001, with four one year
