seeking iformation from industry relative to Variable Stability
Aircraft (VSA) support capabilities to include; variable stability
training and flight demonstrations; flight control projects; and Test
Management Projects (TMPs) at Edwards Air Force Base (EAFB), California
and possibly at the contractor's facility. The objective of VSA support
is to familiarize USAF Test Pilot School student and staff members with
various aspects of the longitudinal, lateral, and directional modes of
aircraft motion. The VSA capabilities being considered are as follows:
elevator, aileron, and rudder response capability equal to or greater
than 60 degrees per second; greater than or equal to 10 radians per
second and Dutch Roll mode frequencies greater than or equal to 5
radians per second; damping ratios capabilities shall vary from
unstable configurations to highly damped configurations; normal
accelerations 2.5g minimum; aircraft capability to perform simulated
operations handling tasks such as aggressive air-to-air tracking or
air-to-ground weapons release tasks; center stick and side stick
capabilities; stick dynamics to simulate friction, preload, freeplay,
nonlinear gradients, bobweights, align with the capability to implement
lead and lag stick command filters plus stick command pure time delay;
data acquisition, recording, and telemetry capability; sufficient
seating for a safety pilot, evaluation pilot, and at least one
student/staff observer; high reliability with quick maintenance turn
around capabilities that will support a minimum of two sorties per day;
transponder equipped with Mode 3C, and an UHF radio; fixed gun sight
installed; software and hardware, year 2000 compliant prior to the year
2000; programmable flight test Heads Up Display (HUD) is desired on the
VSA. Safety, instructor pilots with qualifications such as: Letter of
Authorization (LOA) from FAA or appropriate type certificate as
required; Airline Transport Pilot (ATP) Certificate; Civil Flight
Instructor (CFI) prior military instructor pilot experience; current in
aircraft as per FAR Parts 61 and 91; qualified to instruct from left
and right seats. Period of performance is expected to be 1 Jan 99
through 31 Dec 2001, with two one year options. SIC Code is 8299. All

of support are requested to submit the following information: describe
your firms capabilities to support the above described effort; business
type and size (SB, SDB, 8(a), LB, etc.), whether or not these services
are provided commercially and if so how are the services priced, and
any alternate approaches to accomplishing the Government's needs. This
