Administration (GSA) is soliciting for unscheduled construction
services with design-build capabilities for interior and limited
exterior work in GSA-owned and leased buildings in the state of
Oklahoma. The duration of the contract will be for a period of one year
with 2 one-year option periods. Both the contractor and GSA will have
the right of refusal to exercise the options. This indefinite quantity
contract covers, but is not limited to, electrical, carpentry,
masonry, plumbing, mechanical and other repetitive repair servies and
all other intems referred to in the spec in addition to design-build
services. Offerors will be required to submit their responses to the
questionnaire for the Technical Evaluation. Offerors will be required
to provide a technical and price proposal which shall include
adjustment factors for Government pre-determined line items and an
adjustment factor for the Means Data Books prices. A pre-proposal
conference will be held in OklahomaCity, OK, to promote a better
understanding of the solicitation and to answer questions about the
submittal of technical and price proposals. The approximate date for
this conference will be July 14, 1998, at 1:00p.m. in the U.S. Post
Office-Courthouse, 215 Dean A. McGee Ave., Rm. 107, Oklahoma City, OK
73102. A firm date/time/place will be published in the solicitation.
The estimated cost is up to $500,000 per one year period. This is a
negotiated procurement accomplished by the Source Selection method
which will result in award of a firm-fixed price contract to the firm
offering the best value to the Government. Technical ability is more
important than price. Award of this contract is contingent upon
successful negotiations of a reasonable price, however, award may be
made without discussions. The number of proposals in the competitive
range may be limited to the greatest number that will permit an
efficient competition among the most highly rated proposals. Offerors
will not be reimbursed for expenses or efforts made in preparing the
proposals. The Government is not limited to contacting only those
references provided by the offeror. The government may also consider
the offeror's performance on contracts not submitted by the offeror
that the Government is aware of or becomes aware of. Definitions:
Similar is defined for this project as other construction contracts
involving building space of a minimum of 10,000 SF. The projects will
have involved interior and exterior repairs and altertions within
federal, state, municipal owned buildings or similar construction and
which range from $5,000 to $50,000. Quality is defined as meeting or
exceeding the customer's requirements as set forth in the construction
contract documents in a timely and cooperative manner and within
established budgets. Simultaneous is defined as projects that have been
performed concurrently. The following technical factors will be
evaluated by the responses to the questionnaire and are listed in
descending order of imprortance:(1) Experience and past performance of
the prime contractor on similar and simultaneous projects. This factor
considers the quality of the offerors past performance in carrying out
work of a similar and simultaneous nature with references to
timeliness cooperation, technical success and completion within budget.
(2) Experience, past performance and qualifications of key personnel
(on-site superintendent and project manager). This factor considers the
achievements or excellence accomplished on similar and simultaneous
projects by the key personnel within the last five years. All five
projects must be submitted in the following format: Project title and
contract number; Name of person representing the owner that is most
familiar with the project and current telephone number; Description of
project; contract period; size in square footage of the project;
Description of work performed directly by your firm; Original
construction award amount; Construction completion among; Number of
owner initiated change orders; Number of contractor initiated change
orders; Planned construction completion date; Actual construction
completion date; Amount of liquidated damages assessed; name of Project
Manager. (2) (A) List the key personnel and each person's education,
training and experience and describe the duties of the key personnel in
the following format; name of key personnel and title;
Education/Certificates/licenses; Experience; Duties; Amount of time the
individual will be dedicated to this project; Does this individual have
signature authority for the contractor and restrictions, if any. (B)
List three similar projets that each key personnel has managed over the
last five years. All three projects must be submitted in the following
format: project title and contract number; Contract period; Size of
the project in square footage; Name of person representing the owner
that is most familiar with the project and the current telephone
number; Description of the project; Completed construction amount;
Amount of liquidated damages assessed,if any. (3) Technical approach to
design-build delivery. (A) The design-build team will be arranged:
Describe to include lines of reporting, responsibilities of each team
member and responsibilities for primary individuals included in the
team. Describe a plan for executing a design concept. The response to
factor number 3(A) should be no more than four pages 8-1/2" x 11"
paper, printed one side. (B) List three design-build projects that have
been performed over the last five years. All three projects must be
submitted in the following format: Project title and contract number;
Name of person representing the owner that is most familiar with the
project and current telephone number; description of the project.
Responses to the above questions are extremely important because
although price will be a factor, the lowest price may not receive the
award as the award will be to the firm offering the best value to the
government. Both the technical and price submittal should be received
at the following address by 2:30 P.M. CST on or about August 3, 1998.
Please put them in two separate envelopes. The envelopes should be
marked with Solicitation No. GS-07P-98-HUD-0059 and labeled "Technical
Proposal" and "Price Proposal" and sent to: General Services
Administration (7PMCA), Attn: Carolyn Smith, 819 Taylor St., Rm. 12A26,

procurement will be available on the Internet only. No hard copies will
be available. All contractors downloading the solicitation shall notify
this office in writing (either by electronic mail or facsimile) in
order to be placed on the planholders' list. Contractors are
responsible for downloading their own copy of the solicitation and
amendments, if any. These documents will be in .pdf format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
WWW broswer application. The WWW address of the General Services
Administration page is http://eps.arnet.gov. It is the contractor's
responsibility to monitor this site for the release of the solicitation
and amendments, if any. There is a link at the bottom of the CBD Notice
on the Internet that will take the reader straight to the page where
the snipsis and solicitation is (or will be) posted. There is also a
link to the point of contact's e:mail address. Contractors can also
register to be notified by e:mail of new postings, including synopsis,
solicitations, and amendments. I encourage contractors to periodically
check the site because it is still your responsibility to make sure you
have all of the documents related to a solicitation. This procurement
is a total small business set-aside. This procurement is part of the
Small Business Competitiveness Demonstration Program. The Standard
Industrial Classification Code for the procurement is 1542. The
corresponding size standard is $17,000,000. The anticipated release
date of the RFP is on or about July 2, 1998 with an anticipated offer
closing date of on orabout August 3, 1998. The firm date for receipt of
