Request for Quotation (RFQ) for a Model SD2552B Vibration Control
System with 4 Channel expandable to 32-Channel and one output channel.
Hardware must be 100 percent compatible and interchangeable to the
existing Vibration Control System. The System will provide an upgrade
replacement as well as a redundant backup system for vibration control
testing with minimum software changes. The procurement consists of the
following: Bench Top cabinet enclosure with 4 Channel inputs expandable
to 32-Channel, one 16-bit Output Channel for drive signal; Random
Vibration Control and Analysis Software, Swept Sinewave Vibration
Control Software, Classical Shock Vibration Control and Analysis
Software; and Operation Diagnostic Manuals. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC
intends to purchase the items from Spectral Dynamics, Inc., as they are
the only known distributor of the product. The authority is 10 U.S.C.
2304(c)(1), Only One Responsible Source. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms have 10
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. All responsible business sources may submit an offer which
shall be considered by the agency. An Ombudsman has been appointed.
