This notice hereby constitues Amendment 0003 to Solicitation DAAE20-98-R-0135. The purpose of this amendment is to identify the procedure which will be utilized for Inspection and Acceptance of the Heavy Lifters by FT. Riley personnel. As a minimum, and in order to verify that all of the heavy lifters meet the requirements of the performance description, the full quantity will be inspected and accepted by Ft. Riley in accordance with the Inspection and Acceptance procedure identified herein. Failure of offerors product to meet the minimum requirements of the Performance Description as demonstrated through the Inspection and Acceptance Procedure will result in a Termination for Cause. All I&A will be performed with full size frontal targets with the exception of one unit which requires the attaching of a full size 350 lb. FLANK target, which will be supplied by FT. Riley. All 60 lifters must be of an identical configurations (except for the arms required for the attaching of a Flank target,) and asa minimum will be subject to being verified IAW the Inspection & Acceptance (I&A) procedures defined by this amendment, (items 1-15 listed) as follows: 1. Verify Lifter accepts 4X4 target arms 2. Manually run lifter at the target position to ensure that the target is locked fully up in 10 seconds or less and lowers in 10 seconds or less. 3. Verify that lifter is addressable from 1-511 4. Demonstrate the operability of the local power switch 5. Verify vertical target adjusment. 6. Test hit sensors at the target position. 7. Operate lifter from the computer. 8. Verify 1-10 hits to kill by live fire. 9. Operate lifter from the computer and test "Down when Hit" command 10. Operate lifter from the computer and test "Bob when Hit" command 11. Operate lifter fromt he computer and test "Hold when Hit" command 12. Check lifters ability to discriminate between different sized of ammunitions. 13. Check lifters to see that the Up, Between Limits, Down, and Malfunction status is being sent to the computer. 14.Check to see that an accurate hit count is being sent correctly to the computer. 15. Operate target for 50 cycles. Prior to the start of testing the contractor must ensure that the Flank lifter is temporarily secured/anchored in place, in a manner that will ensure it is adequately stablized for the purpose of the Inspection & Acceptance procedures and that the flank target will clear the pit walls. At the completion of the Inspection and Accpetance Procedure this one unit will be permanently secured within the pit and the flank arms replaced with the standard frontal arms. In addition to items 1 through 15 noted above Ft. Riley will execute various target scenarios with multiple lifters and other targetry devices in use simutaneously to ensure that ALL of the targetry hardware complies with the performance description. Each pits receives 240 volts of power in the interconnecting box on a 12 gage wire and has a 20 amp circuit breaker. The range layouts are configured that no less than 3-4 targets are powered by the same branch, spliced from the main line. Ft. Riley's Electrical Configuration does not provide enough current to accomodate AC powered lifters. The lifters must be battery powered and include a self charging system (as part of the target lifting device) that utilizes the power supplied by the interconecting box. The batteries must be self recharging and must not require any intervention by range personnel for charging. The battery charging system must be totally self sufficient. Each lifter's hit sensor must be capable of being tested at the target, by manually hitting the target/hit sensor. All other terms and condiditons of the solicitation remail the same.
