seeking sources for a potential procurement of one VH-3D and one
VH-60N Flight Training Device (FTD) during calendar year 1999. These
FTDs, if procured, will provide training for Marine Helicopter Squadron
One (HMX-1) aircrew personnel; therefore, the FTDs must be capable of
duplicating all aircraft operations. The computer system must be an
upgradeable, open architecture system with the capacity to simulate
real time aircraft systems performance. Intercom-munication systems
must allow communication between the pilot, copilot, computer systems
operator, instructor and observer. A fully functional Communications
Systems Operator (CSO) station should be provided in the VH-60N FTD.
The CSO station must have an adjacent instructor's bench. The system
should lend itself to efficient modification including expansion and
configuration changes. The visual imaging system must provide a real
time out-the-window display of the surrounding environment as it
corresponds to the simulated flight conditions. The system must provide
adequate information to allow the crew to assess aircraft position,
attitude and motion in the environment. There must be scenes adequate
for training during all times of the day including unaided vision and
aided vision (night vision goggles) during night scenes as well. Cross
cockpit viewing must be available to allow the pilot and copilot to
exchange necessary cues in support of completing the training mission.
The visual database will contain various gaming areas including, but
not limited to, New York City, NY, Los Angeles, CA, Chicago, IL, and
Washington, D.C. The gaming areas must be similar in feature type,
density and appearance. There is also a requirement for several highly
detailed custom areas to be incorporated into the database. An ocean
environment is also required and must provide 3-D sea states and CVN
and LHD ship models; the ship models must include wake models. In
support of formation flight training, models of the VH-3D, VH-60N,
H-53, and H-46 helicopters must be provided. The Marine Corps Common
Data Base will be provided as Government Furnished Equipment. Each FTD
should be equipped with an electronically controlled,
electromechanically driven seat shaker system. The instructor operating
station must have the necessary controls and displays to initiate and
control training, and to monitor and record trainee performance. The
FTDs should be operable by the pilot, copilot, instructor, observer,
and CSO trainee (in the case of the VH-60N FTD). The FTDs should be
contained in a minimum number of enclosures and must accept standard AC
power without special filtering requirements. The FTDs must perform in
the typical electromagnetic environment associated with an active
military airfield. Integrated Logistics Support (ILS) for a period of
one year is required. This support will include spare parts support,
documentation, configuration management, and inventory management.
Contractor support for the correction of software problems will also be

advertisement should arrive at the Naval Air Systems Command not later
than 15 days after the date published. The type of procurement with
regard to business size standard has not yet been determined. Should
NAVAIR procure the equipment, the appropriate business size
