The Government proposes to issue an Indefinite Delivery Type Contract (IDTC) acquisition for a base year and four (4) Term Options. The Minimum/Maximum quantities to be acquired are 46,000 Each/300,000 Each respectively; for Coat, Field, Cold Weather, Woodland Camouflage, Class 2 (NSN:8415-01-099-7833(s). The requirement is being issued as an Unrestricted Negotiated Acquisition. Participation under the proposed acquisition is limited to Planned Producers only. The coat is to be manufactured in accordance with MIL-C-434554J dated 21 August 1991. All materials to be utilized under this acquisition will be contractor furnished. Deliveries are to commence 195 days after date of award, with deliveries to be made to the Defense Depot Mechanicsburg, PA. In addition, Best Value Source Selection Procedures will be used and the following evaluation factors will be cited (listed in descending order of importance): 1). Product Demonstration; 2). Experience/Past Performance; 3). EDI Capability; 4). Bill and Hold Capability. 5). Manufacturing Plan; 6). Industrial Mobilization Plan; 7). Social Economic Program Support; 8). Small Disadvantaged Business Mentoring Agreements. CAUTION NOTICE: This negotiated acquisition is being issued under Negotiation Authority 10 U.S.C. 2304 (c) (3) "Industrial Mobilization". The proposed contract is restricted to domestic sources. Any firm interested in bidding on this acquisition must have a Planned Producer Plan on file prior to Solicitaion closing.
