A sole source procurement is contemplated with Bechtel National, Inc., (BNI), P.O. Box 193965, San Francisco, CA 94119-3965. BNI is the only known source capable of supporting the Mobile Offshore Base (MOB) Program during the abbreviated time period of six months with six one-month options. The Naval Facilities Engineering Service Center, Port Hueneme, CA requires this continued expertise for a minimum period of six months pending the unrestricted award of Solicitation N47408-98-R-3910. This sole source contract will provide capability to continue development of BNI's approach by allowing additional tasking to pursue advanced technology breakthroughs. It is not practical to solicit, negotiate, and award an competitive contract for a limited period of six months of effort for continued engineering support.
