The Substance Abuse and Mental Health Services Administration (SAMHSA) through the General Acquisitions Branch, Program Support Center (PSC), intends to award a twelve month sole source simplified acquisition to Yale University, School of Medicine in New Haven, CT. The contractor shall provide consultation to the Connecticut Department of Mental Health and Addiction Services for the design, development and implementation of a pilot research program in one region of the state. The program will provide for methadone prescription and dispensing by private physicians in their offices. The study will involve approximately 60 patients, 30 who will receive treatment within a traditional methadone clinic and 30 who will receive treatment within approximately six physicians offices. Physicians will be affiliated with the clinic. The contractor will provide a report which includes a measurement of patient satisfaction, a comparison of treatment in the respective settings of the methadone clinic and the physician's office and a cost analysis for the program.
