Mueller (228)688-1706 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This procurement is not a small business set-aside. There is only one line item: 0001 L-Band Satellite Service, billed monthly in arrears, beginning July 1, 1998, for an initial period of 4 months. The following requirements apply: One full-period voice circuit through MSAT1 satellite operated by TMI in Ottawa, Ontario; must operate through Westinghouse Series 1000 L-band satellite telephone with both voice and packet-switched data communications; 4-wire circuit connection at the TMI facility with the capability to interface with a land line circuit; FCC (not FAA as previously stated) licensed to provide services at Stennis Space Center, Mississippi, as well as 40 miles offshore in the Gulf of Mexico; capable of being remotely transferred from primary equipment to secondary/stand-by Westinghouse Series 1000 satellite telephone. The provisions at 52.212-1, Instructions to Offerors-Commercial, 52.212-4, Contract Terms and Conditions-Commercial, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial, apply to this acquisition.
