Administration (GSA) intends to procure through full and open
competition, on an unrestricted basis, Data Communication Services
which will involve the installation and lease of one circuit between
GSA, Information Processing and Data Communications Support Staff, 2KR,
Federal Office Building, 17th Floor, Room 17-102, 26 Federal Plaza, New
York, NY 10278, and GSA, Fleet Management Center, GSA Center, Main
Floor, State Road #28 (Goya Road), Corozal Panama, CZ. A Firm-Fixed
Price, Definite Quantity type contract with a base year beginning Oct
1, 1998, and two one-year option periods. The applicable SIC Code is
4899. Specifications for the circuit are as follows: Dedicated point to
point service, digital grade, private lines, four wire, full duplex and
56 kbps. The contractor will be required to provide Data Service Units
(DSUs) which will be used to terminate service. GSA operates an
Information Processing & Data Communications Support Staff Facility in
New York, NY which provides access to the GSA Backbone Network. The
facility is equipped with a fiber infrastructure, Cisco Routers, and
SL25 Switches, providing connectivity over an existing T-1 digital
backbone data network. All existing Personal Computers which operate
over the circuit use the TCP/IP protocol and are connected to Local
Area Networks. The circuit shall provide connectivity between end to
end locations at least 99.5 percent of the time each month. All circuit
failures shall be repaired within 4 hours of notification to the
contractor's designated reporting center. The contractor's working
hours shall be scheduled between the hours of 7:30 a.m. and 5:00 p.m.
local time, unless otherwise coordinated and officially agreed upon.
The contractor shall be responsible to the Government for establishing,
operating, and restoring services. The contractor shall provide the
Government with service parameter measurements and restoral activities
as required. The contractor shall also be responsible to the
Government in complying with service changes, additions, or deletions.
The contractor shall provide a toll free number, operational 24 hours
a day, 7 days per week including holidays to accept problem reports
from the Government. Personnel that are assigned to the number shall be
qualified to initiate corrective action and to provide status on
previously reported problems. Lease Termination: Where the requirement
for services is discontinued, transferred or otherwise changed to the
extent that the original requirement no longer exists, the Government
may cancel the service (prior to expiration of the specified time
limitation upon thirty (30) days written notice to the contractor)
without any liabilities on the Government. The vendor shall comply with
all laws, regulations (Federal, State, County, City, or otherwise)
covering work of this nature and shall include all costs, if any, or
such compliance in the prices quoted in its offer. In particular, the
telephone service provided, associated equipment, and distribution
facilities shall comply with all Federal Communications Commission
(FCC) rules and regulations including, for the most part, any
exemptions granted by the FCC. For any carrier service or equipment on
Government premises, GSA will allow no exception to FCC rules unless
the exemption is applied industrywide, not just to a specific group of
suppliers such as telephone utilities. Tariff providers must file
proposed tariffs with the appropriate State Regulatory Commission, or
with the Federal Communications Commission within ten (10) business
days after contract award. Tariffs proposed must cover the entire life
of the contract. A prorated adjustment of the monthly contract charges
shall be made when the use of service facilities furnished by the
contractor is interrupted due to any cause other than negligence or
willful act of the Government. Credit will be required for all circuit
outages in excess of Thirty (30) minutes after notification of outage
to contractor, in accordance with the tariffs if applicable, for
private lineservice. Tariffs proposed must be consistent with, and in
no way deviate from, the requirements of this solicitation. If
deviations to the solicitation are contained in the proposed tariff,
those deviations must be separately identified and justified. After
contract award, any modifications to the tariff that are applicable to
this contract must be approved by the Contracting officer. This is a
combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.3 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The provisions at 52.212-1,
52.212-2, 52.212-3, 52.212-4 and 52.212-5 apply. The Government will
award a contract to the responsible offer that is most advantageous to
the Government in terms of price, technical capability of the
services, and past-performance of the contractor. Hand-carried
