You are notified that the following information is added to the synopsis to explain the sole source requirement: This procurement is for network access at 128kbs to Airline Operational Control Net (AOCNET). AOCNET is a private intranet connecting airline operations centers with the Federal Aviation Administration (FAA). ARINC Incorporated is under contract with the airlines and the Volpe National Transportation Systems Center to maintain AOCNET. Network access to AOCNET is required in the development and operational assessment of a NASA proof-of-concept aviation Surface Management System (SMS). The SMS is part of the FAA's plans for an Airport Traffic Control Tower Architecture Evolution. The due date for receipt of offers is not extended. Documents related to this procurement are available over the Internet and are in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
