SOL 105-98-7004 DUE 072398 POC POC Ben Sharp, Contract Specialist (202) 401-5408, Debbie Powell, Contracting Officer (202)205-4916 The Administration for Children and Families, Administration for Developmental Disabilities, seeks the services of a contractor to enhance the State Protection and Advocacy (P&A) systems for people with developmental and other disabilities and individuals with mental illness. The contractor will accomplish this by providing technical assistance to all 56 P&A agencies to enhance provision of services and collaboration with disabilities and mental health advocacy networks. The contractor will perform the following: (1) develop and revise reports generated by program data collection methods; (2) implement the P&A program standards; (3) evaluate and assess grantee needs; (4) provide up-to-date and accessible networking and brokerage of expertise; (5) develop and implement legal and advocacy training and technical assistance as needed on new legislation and emerging health-care issues affecting people with disabilities; (6) develop training and technical assistance resource linkages and materials for dissemination to the systems and for use in educating policy-makers and service providers; and (7) establish a formal system of exchange of information between P&As and national, State and local disability and disability-related rights and advocacy organizations.
