The U.S. Army Armament, Research, Development and Engineering Center (TACOM-ARDEC) intends to award a sole source contract to Alliant Techsystems, Hopkins, MN, for the manufacture of (X)M95 Area Fire Nonlethal Rifle Munitions in support of the Non-Lethal Program. The munition shall be capable of being fired from a standard M16/M4 series weapon without munition-induced malfunction and be safe to use. The submunitions shall produce its intended nonlethal effect at a range of 50 meters, be non-fragmenting and non-explosive. Pursuant to the Federal Acquisition Regulation, paragraph 6.302-1(b)(2), AlliantTechsystems is the only firm that the U.S. Government can contract with for this requirement due to a License Agreement.
