This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-4. This solicitation is unrestricted; the associated Standard Industrial Classification (SIC) code is 3499 (Size: 500 employees). The Department of Veterans Affairs intends to purchase Three (3) Environ-Richment  model PC-22-6-SC (4), with 12 FD/PC-S included, with the following optional items, Three (3) sets of 4 Model CS/S-MF-PB, Eight (8) model FD/PC-S and Eight (8) model PN/PC-22-S-FL or equal. Housing Unit and Accessories for Groups 3 & 4 Primates. To be technically acceptable, an equal product must have the following minimum salient characteristics: provide an enriching environment for non-human primates, allow the insertion of enrichment/entertainment panels for environmental enrichment for primates, double bar perch bars and combination guillotine/swing door with single- handed pull squeeze opening mechanism, stainless steel castors, pivoting panels for paired housing with the ability to convert into minimum square footage housing required for group 4 non-human primates. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items and FAR 52.212-2, Evaluation-Commercial Items, apply to this acquisition. The evaluation will be based on Technical acceptability and price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement statutes or Executive orders-Commercial Items, apply to this acquisition.
