Vendor to supply complete system for compression/tension testing and data storage, comprising, at a minimum: TEST FRAME: 500 lb. or 2kN capacity; operate on 120V single phase; crosshead Speeds: 0.2 to 20 /min., at least 3 increments/decade; Speed accuracy: 1% at any load within capability; Position accuracy: 0.002 ; Crosshead travel: 24 minimum; horizontal alignment + 0.01 over full travel; Frame stiffness: 5,000 lb./in. deflection minimum; adjustable hardware limit switches; FORCE MEASUREMENT SYSTEM: Accuracy: +0.5% or 0.01% of capacity, whichever is larger; automatic overload protection; interchangeable load cells; CONTROLS: Manual crosshead up, down, jog, and stop controls on frame; DATA ACQUISITION: signal conditioning for standard extensometer or strain gauge (10V, 20mV/V); input capability for dcdt (10V signal); provision for electronic shunt calibration; software scaling of load, stress, strain, and extensometer inputs; operator selectable English or SI units; real-time graphic display during test of load or stress vs. extension, strain, or time (selectable); user-definable data rate or number of points stored; operator push button to mark external events on curve; storable user-definable test profile incorporating cycles programmable by position, load, or strain; selectable return or stop at end of test; Minimum Pentium processor, 16MB memory, 2GB hard drive, 1M floppy disk drive, Windows operating system; printer/ plotter for hard-copy report; data exportable in spreadsheet-readable format; ACCESSORIES: 2 load cells: nominal 50 lb. and 500 lb. capacity; vice-type or scissor-action grips -- 100 lb. capacity. System shall be Year 2000 Compliant. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Universal Mechanical Test System, one each. The provisions and clauses in the RFQ are those in effect through FAC 97-04 This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3826 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Langley Research Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact [or bid distribution office, by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warrantyduration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall provide the information required by FAR 52.212-1.
