Peace Corps has, for the last year, been developing requirements for new Financial Management System Software (FMSS). We have reason to believe that, due to receipt of a FOIA inquiry dated June 3, 1998, this pre-solicitation information has been inappropriately released to certain parties. In order to ensure that all interested parties are treated equitably and have access to this potential FMSS contracting opportunity, Peace Corps will make available, to any party who chooses to request them, the requirements in their current state of development. At this time the requirements consist of a SOW and a list of technical requirements. These documents do not constitute an RFP or an LOI. Peace Corps does not guarantee that an RFP or an LOI will be issued, or, if an RFP or LOI is issued, that the requirements as they now exist will not be changed. Interested parties should place no reliance on the information available in the current requirements for preparation of a proposal in response to any future RFP orLOI. If and when Peace Corps does issue an RFP or LOI, all required procedural steps will be followed, including placement of a notice in the CBD.
