(GSFC) plans to issue Request for Proposal (RFP)5-61932/266 for support
to the Laboratory for Terrestrial Physics. Draft RFP (DRFP)5-61932/266
was synopsized on Februray 23, 1998 and was issued on April 1, 1998
for industry comment. The RFP is being revised for final release. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 8731 and 500 employees, respectively. This
requirement will support the Laboratory for Terrestrial Physics in the
areas of (but not limited to): mission planning; requirements
analysis; systems definition; evaluation of existing systems;
development of new software; programming; algorithm development; and
acquiring, processing, and analyzing scientific data. This effort will
support satellite remote sensing, field and aircraft instruments to
measure Earth, oceanic, biospheric and atmospheric processes. This
procurement will also include scientific and engineering support for
the design, development, and testing of remote sensors and sensor
systems. This procurement is a follow-on effort to requirements
currently being performed under five separate contracts. A five year
basic contract is contemplated for this effort. The contract type will
be cost-plus-incentive-fee (CPIF), indefinite delivery, indefinite
quantity (IDIQ), with performance-based task orders. The Government may
elect to award a single IDIQ contract or to award multiple IDIQ
contracts for the same services to two or more sources under the
solicitation. The provisions and clauses in the RFP are those in affect
through FAC 97-04. An ombudsman has been appointed. See Internet Note
"B". The anticipated release date of the RFP is on or about June 22,
1998 with an anticipated proposal due date of August 6, 1998. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in RTF format and
Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format
and will reside on a World-Wide Web (WWW) server, which may be accessed
using a WWW browser application. The WWW address, or URL of the
