(202)767-7938 The 11th Contracting Squadron intends to award on a
sole-source basis a one-year base with 4 options fixed-price cost
reimbursable contract on an urgent basis to MACH I Corporation of
Stafford, VA for non personal analysis services. MACH I is considered
to be the only qualified source for this requirement because it
currently employs personnel with the required clearances capable of
starting work immediately. The period of performance for this
requirement is expected to last one base year with four options. It is
anticipated that performance will take place during normal working
hours; no overtime or exceptional scheduling is anticipated. Some
travel outside the Washington DC metropolitan area is anticipated. Work
space, equipment and materials are to be provided by the Government.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as Request for Proposal F49642-98-R-4AFS. The solicitation document and
any resultant contract incorporate required clauses and provisions in
effect through Federal Acquisition Circular 97-3. The following FAR
Clauses apply to this acquisition: 52.212-1 (Instructions to Offerors
Commercial), 52.212-2 Evaluation -- Commercial Items, 52.212-4
(Contract Terms and Conditions Required To Implement Statutes Or
Executive Orders-Commercial Items). Offerors shall include a completed
copy of the provision at 52.212-3 (Offeror Representations and
Certifications-Commercial Items) include copy with their offer. The
clauses FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items apply to this
acquisition, specifically, the following cited clauses are applicable:
52.202-1, 52.203-3, 52.203-5, 52.203-6, 52.203-7, 52.203-8, 52.203-10,
52.203-12, 52.204-2, 52.204-4, 52.209-6, 52.215-2, 52.215-22,
52,215-23. Additional FAR Clauses that are applicable are 52.217-8
Option to Extend Services, 52.217-9 Option to Extend the Term of the
Contract (fill-ins (a) within 30 days; (c) 48 months), 52.223-11 Ozone
Depleting Substances and 52.232-34 Optional Information for Transfer
Payment, and 52.232-18 Availability of Funds. The Statement of Work for
this requirement follows: 1. TITLE -- Statement of Work to provide task
order engineering and analysis support in extended air defense
simulations and mission level modeling at Air Force Studies Analysis.
2. BACKGROUND -- The Air Force Studies and Analysis Agency (AFSAA) is
the premier analytic organization in the Air Force. AFSAA supports
senior leadership throughout the Air Force by providing them with
appropriate analysis, insights, models and simulations to help create
and maintain the appropriate force to execute this mission. To
accomplish this mission, AFSAA uses several computer based modeling
tools. The primary mission level model in this suite of tools is
Extended Air Defense Simulation (EADSIM). Model manager for EADSIM is
the Army Space and Missile Defense Command (SMDC) of management,
documentation, software maintenance, and technical support on EADSIM.
AFSAA requires local technical support, database management, software
maintenance, and model integration support for EADSIM. 3. REQUIREMENTS
-- Specifically, this support is to a Joint Service study team
composed of military, civilian, and contractor personnel. This study
team will investigate individual and combined weapon system effects
used to support theater air and missile defense. Air Force specific
contributions include mission and campaign level analysis of Air Force
systems in this environment. Air Force only mission and campaign level
analysis will also be performed as time permits and after termination
of this current study effort. The contractor is required to have 1)
Secret Security Clearance with the ability to obtain Special Access
Program clearance 2) Engineering Degree in Electrical, Aerospace, or
Computer Science 3)Analytic Experience: Five years experience modeling
Air Force systems in the Extended Air Defense Simulation Model
(EADSIM), current version 6.00. Must include Study Director
Responsibilities 4)Operational Experience: Ten years operational
experience in Air Force Fighter Weapon System, Single Seat Aircraft.
Instructor Pilot experience preferred. Joint Service, Overseas, and
Coalition experience preferred. Korean Defense experience preferred.
5)UNIX Experience: Five years experience in UNIX programming on SGI and
SUN systems. Network Administration and System Administration
experience required. 6)PC Experience: Five years experience using
Microsoft Operating System, currently Windows 95 and Windows NT.
Network Administration and System Administration experience required.
7) Software Programming Experience: Five years programming experience.
Must include experience in developing analytical post processing tools
in UNIX and for Microsoft Windows using C/C++. Fluent in ActiveX, Open
GL, GL, and Motif programming. 4. PURPOSE -- This statement of work
will provide AFSAA with MACH I technical support for EADSIM and EADSIM
integration with other Agency models. The contractor shall provide
appropriate personnel to support the following task areas: software
development and maintenance, database development and administration,
documentation, configuration management, hardware integration, and
technical analysis. The contractor shall provide monthly performance
reporting to support contract-monitoring activities. The contractor
shall support both on site, and off-site, requirements. 5. APPLICABLE
DOCUEMENTS: Provided upon request. Contractor Tasks -- This SOW defines
tasks that provides AFSAA analytical and technical support for theater
air and missile defense. Task 1: Software Development and
Maintenance-The contractor shall provide personnel to accomplish
necessary EADSIM code modification required to support AFSAA directed
analysis or integration with other Agency models. The contractor shall
provide software engineering for the development and maintenance of
computer applications to support EADSIM based analysis. The contractor
shall coordinate all EADSIM code changes with SMDC. Task 2: Associated
Model Support-The contractor shall provide personnel to accomplish
necessary code modification for Agency models federated or associated
with EADSIM. The contractor shall provide software engineering for the
development and maintenance of computer applications to support
analysis using these models. The contractor shall coordinate all code
changes with the respective model manager. Task 3: Database Development
and Administration-The EADSIM model requires data input representing
weapon systems, communications networks, terrain models, and radar
models. The contractor shall provide support to develop and administer
the repository of EADSIM data and supporting model databases as
directed by AFSAA. Task 4: Documentation-The contractor shall provide
personnel to document code modifications, technical analysis, database
development, and administrative support activities to AFSAA directed
analysis. Task 5: Configuration Management-The contractor shall provide
configuration management support for all code changes accomplished
under Task 1and Task 2. EADSIM code changes will be formally entered
into configuration management through SMDC and TBE Huntsville. The
contractor shall coordinate code change on other Agency models with the
appropriate model manager. The contractor shall maintain industry
standard configuration control on all locally developed applications
used to support AFSAA model analysis. Task 6: Hardware Integration-The
contractor shall provide personnel to support the integration of
software development tools, operating systems, models, and analytical
support applications into computer hardware. The contractor shall
provide material support on a cost reimbursable basis to support
integration and fully operational software applications for Agency
analytical modeling activities. Task 7: Technical Analysis-The
contractor shall provide personnel to support technical analysis of
EADSIM, other Agency models, and support application output used in
AFSAA analysis. This analysis will include: data analysis, model
analysis, application capability analysis, post processing output
analysis, and model environment analysis as directed by AFSAA. 6.
REPORTS: Task Order Description-The contractor will submitted an
Engineering Services Memorandum (ESM) to the AFSAA prior to beginning
work on paragraph 3.X tasks. Once approved by AFSAA and the PCO, work
will begin as outlined in the ESM. (DI-MISC-80748). Monthly Reports-The
contractor will provide a monthly Engineering and Technical Services
Report summarizing the progress on each ESM.(DI-MGMT-80061A). Technical
Interchange Meetings (TIM) -- When a need arises for technical
interchange between the Government and the contractor, the Government
will arrange a TIM. The content of the meeting may include discussions
related to the technical, managerial, or contractual issues associated
with this SOW. Issues discussed in the meeting will be documented by
the contractor and submitted to the Government 30 days after the
meeting. (DI-ADMN-81250A). Prohibitions Against Unauthorized
Disclosures -- The contractor shall not disclose information pertaining
to this task, other than publicly available information, to any party
outside AFSAA, the PCO, or the ACO without written permission from
AFSAA through the PCO. 7. TRAVEL -- Site selections for travel will be
indicated on the statements of work for each task order. Per diem and
travel rates shall not exceed the amount authorized In the Federal
Travel regulation (JTR). Air fare shall be the prevailing rates for
commercial airlines at tourist class. The most reasonable means of
ground transportation,i.e taxi, bus, train, car rental, when required,
shall also be used. All travel costs will be reimbursed on actual
costs only. Restriction on Development or Use of Proprietary Material
-- The contractor shall obtain prior permission to develop or use any
proprietary software, firmware, hardware, drawings, or data in the
performance of the actions required by this SOW. The contractor shall
notify the government in writing prior to the use of any proprietary
software, firmware, hardware, drawings, or data required for this SOW.
All prototype material used during this contract shall be delivered to
AFSAA within 30 days after completion/termination of this contract. The
Government shall have unrestricted use of any hardware, firmware, or
software purchased or developed internally to contribute to the
completion of this task. An index of all data and drawings developed to
contribute to the completion of this task shall be maintained, and this
material shall be made available to the procuring agency upon request.
The Government shall have unrestricted use of all drawings and data
mentioned above. Government Furnished Material -- AFSAA will provide
all secure work areas to accomplish allanalytical and technical work.
Administrative functions will be accomplished at MACH I. 8. PERIOD OF
PERFORMANCE: Basic Order-This SOW will cover one year from contract
award. Options- Four one year options are provided to be exercised at
