On or about June 8, 1998, Request for Applications (RFA) RFA
M/OP-98-1224 will be issued by the Office of Procurement in the U.S.
Agency For International Development's (USAID's) M/OP/ENI/PER
requesting cooperative agreements applications from an International
Non-Governmental Organization (NGO) for a Cooperative Agreement to last
approximately three (3) years. The goal of USAID/Albania's proposed
program for agriculture association development is to put in place
agricultural trade associations and systems within such associations so
that they can become self-sustainable and effective mechanisms for the
development of the agricultural sector. The purpose of this Agreement
is to improve the output and profitability of Albanian agriculture.
USAID will enter into an Agreement with an NGO that has the skills and
experience necessary to implement such an activity within the
parameters set forth by the USAID Assistance to Albanian Agricultural
Trade Associations activity (AAATA) as discussed later in this RFA. An
award will be made based on the winning application's approach and
methodology, institutional qualifications, and professional staff as
discussed in the Evaluation Criteria Section II of this RFA. Subject to
the availability of funds, USAID intends to provide up to $10 million
in total USAID funding to be allocated over the five-year period. USAID
endorses cost-sharing as an important principle in USAID- recipient
relationships, and therefore requires that applicants for this RFA
provide at least 25% cost share of the USAID-funded program costs.
Cost-sharing at or above this percentage will indicate the Applicant's
degree of commitment to the RFA's Program Description. (See Section II
on "Cost Evaluation Criteria" in this RFA for further details.) The
Government may make one or more awards resulting from this RFA to the
responsible applicant(s) whose application(s) conforming to this RFA
offers the greatest value to the Government (see also Section II of
this RFA). The Government may (a) reject any or all applications, (b)
accept other than the lowest cost application, (c) accept more than one
application (see Section II, Selection Criteria), (d) accept alternate
applications, and (e) waive informalities and minor irregularities in
applications received. Issuance of this RFA does not constitute an
award commitment on the part of the Government, nor does it commit the
Government to pay for costs incurred in the preparation and submission
of an application. Further, the Government reserves the right to reject
any or all applications received. In addition, final issuance of any
resultant award(s) cannot be made until funds have been fully
appropriated, allocated, and committed through internal USAID
procedures. While it is anticipated that these procedures will be
successfully completed, potential applicants are hereby notified of
these requirements and conditions for award. Applications are submitted
at the risk of the applicant; should circumstances prevent issuance of
an award, all preparation and submission costs are at the applicant's
