The National Institute of Standards and Technology (NIST) intends to procure, on a sole source basis, the services of Dr. Oskars Petersons of Potomac, MD under the authority of 41 U.S.C. 253(c)(1) -- Only one responsible source. This procurement requires the expertise of a world renown expert in the areas of operation, performance, and testing of high voltage transformers. This study is to assess the industrial practices and perform experimental checks of the measurement of losses of distribution transformers. This information, including the draft test procedures and sampling plans, will be incorporated into the Code of Federal Regulations (CFR). Dr. Petersons is uniquely qualified to perform this requirement based upon his intimate knowledge with NIST metrology standards, test procedure designs, and test equipment currently used for NIST calibration of transformers. The period of performance for this requirement is one (1) year from award of the purchase order. Interested persons may identify theirinterest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after the date of publication of this synopsis, will be considered by the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Numbered Note 26. (0160)
