notice of intent to procure, on a sole source basis, services required
by Pacific Marine Environmental Laboratory (PMEL) for software
enhancements and extensions of two existing software applications
within NOAA. The work consists of evaluating software requirements,
developing an object oriented architecture based on those requirements,
create a design, implementation and debugging, management of operating
systems, design of user interfaces and performing usability testing,
and troubleshooting and correcting legacy software. The Government
intends to negotiate on a sole source basis with Mr. Joseph Sirott as
we believe this is the only source which possesses the unique skill
base and exceptional specialized expertise to produce these
enhancements within these state-of-the-art software programs. Mr.
Sirott was instrumental as a critical programmer working on the initial
Ferret code and could provide the essential experience and ability
required to work in the Ferret visualization and scientific analysis
environment. All interested concerns who believe they can competitively
and effectively provide these services must demonstrate experience in
enhancing this system. Specifically, 1) in-depth knowledge of the
Ferret program, especially the ISO/GKS, X-window/Motif programming,
object oriented design, interface design, netCDF, COARDS netCDF, and
CORBA distributed object standards; 2) in-depth knowledge of FORTRAN
77, C,C++ and Java computer languages; 3) in-depth knowledge of Java
JDK1.1 system and "Swing" Java user interface class libraries; 4)
in-depth knowledge of CORBA Visibroker for Java implementation of
CORBA, Java Remote Method of Invocation (RMI) programming, Web
programming/protocols/server configuration, and JAVA based Web servers
and JAVA "servlets"; 5) in-depth knowledge of MFC (Microsoft
Foundation Classes), Win32 API, OLE, Microsoft Visual C++ and Symantec
Visual Caf development environments; and 6) in-depth knowledge of Unix
and Windows NT system configuration and management. Responses must be
sent to the above address not later than July 15, 1998. The period of
performance is anticipated to be one year, starting approximately
9/30/98 with a one (1) one-year option. This notice may represent the
