1. Introduction During the past year, the Joint STARS Program Office,
at the direction of SAF/AQ, has been studying the support concept of
the weapon system. The objective of this study is to analyze all
support alternatives and develop a strategy that maximizes weapon
system support effectiveness and efficiency. This analysis is expected
to continue through late calendar year 1998. To ensure uninterrupted
warfighter support, the Joint STARS System Program Director directed
his System Support Manager at Robins AFB to execute an acquisition
strategy that continues to provide comprehensive support of the Joint
STARS weapon system. The strategy is termed Joint STARS Integrated
Support (JIS). JIS consists of three components: a sole source
Contractor Logistics Support (CLS) contract with the prime contractor,
a competitive CLS contract, and government retained organic functions.
The sole source contract will consolidate all support requirements for
which the prime contractor is the only source. This sole source effort
will also encompass weapon system-wide integration responsibilities.
The competitive contract will capture all competitively viable
requirements and essential interfaces with the weapon system prime
contractor and organic support functions.. Both contracts will contain
incentives to ensure effective interaction among selected contractors
and government organic functions to increase aircraft availability and
reduce total cost of ownership. Please note that the study will analyze
support alternatives across the full weapon system to include the
activities listed under each of the three JIS components below. The JIS
acquisition strategy will provide the capability for both CLS contracts
to fully implement the approved study recommendations via changes to
the contracts. 2. JIS Initial Requirements* The following is NOT
all-inclusive but represents activities that are anticipated to be
included in the SOLE SOURCE CONTRACT. (a) The Contract Period of
Performance is expected to be 5-15 years on the basic contract plus
options. (b) There will be total system integration with all
development activities, competitive support contractors, and government
retained organic functions, to include mod planning, kit procurement,
& installs. (c) Aspects to be included are weapon system-wide
reliability and maintainability (R&M) requirements, engineering
services, configuration/data maintenance/tracking, reliability
improvements, parts quality/vendor control, and support of the
following key processes/activities: Systems Engineering, Integration
and Test (SEIT), Product Improvement Working Group (PIWG), Joint
Reliability and Maintainability Evaluation Team (JRMET), Effective Time
on Station (ETOS) data collection, Discrepancy Report (DR), Executive
Management Review (EMR), Systems Support Review (SSR), Requirements
Review Board (RRB), support for software, hardware, trainers, and
technical data. (d) There is potential Joint STARS Integrated
Management Information System (JIMIS) authoring. (e) Increased use of
performance based requirements will be used. (f) An Enhanced Value
Engineering Change Proposal (VECP) program will be included. (g) There
will be incorporation of best business practices. 3. The following is
NOT all-inclusive but represents activities that are anticipated to be
included in the COMPETITIVELY AWARDED CONTRACT. Once the weapon system
sustainment study is completed, some of these may become the
responsibility of another contractor or government organization. (a)
The Contract Period of Performance is expected to be 5-15 years (Award
Term) on the basic contract plus options. (b) The Broad Weapon System
Support includes Air vehicle, In-flight and Aircraft Maintenance
Trainers, commercial-off-the shelf (COTS) equipment and End-to-End
System Testing. (c) There will be Integration with production, to
include mod kit procurement, & installs (kits/retrofits). (d) Broad R&M
requirements are across the scope of the contract. (e) Engineering
services, configuration/data maintenance/tracking, reliability
improvements, parts quality/vendor control, and support of the
following key processes/activities: SEIT, PIWG, JRMET, ETOS data
collection, DR, EMR, SSR, and RRB will be included in the contract. (f)
There will be increased use of performance based requirements on this
contract. (g) Periodic depot maintenance activities will be included.
(h) An enhanced VECP program will be part of the contract. (i) Partial,
or potentially full, CLS contractor operated and maintained base supply
(COMBS) will be part of the contract. (j) Best business practices will
be incorporated into contract. (k) An Integration relationship will be
necessary with the prime contractor and government retained organic
functions. 4. The following is NOT all-inclusive but represents
activities that are anticipated to be RETAINED BY THE GOVERNMENT. Once
the weapon system sustainment study is completed, some of these may
become contractor responsibilities: Program management, Contract
Management, Financial management/budgetary development, Systems
engineering/decision authority, Systems integration/R&M oversight,
Configuration/data management authority, Depot Maintenance Activity
Group (DMAG) Workload, Prime Mission Equipment, Software, Depot engine
maintenance, Item management for government managed items, JIMIS
presentation and Requirements identification/prioritization. * JIS
requirements are under development. The above is subject to change as
requirements are further defined/refined. 5. EC/EDI Intiatives The
Government intends to maximize the use of electronic means to conduct
this acquisition. All activities for the competitive requirement
(above) will be conducted via the web page at
http://contracting.robins.af.mil/jstars.ssi . A means of registering to
receive an e-mail notice of web page updates is provided on the web
page. It is anticipated that all documents necessary for the
acquisition, including the request for proposal and other key
documents, will be posted to the web page for download by interested
parties. Paper copes of documents will not be available. It is also
anticipated that CD-ROM will be the preferred method of proposal
submission and revision. NOTE: In all requests please specify which
requirement is being addressed, whether it is the sole source or the
