Technology Directorate (AATD), U.S. Army Aviation and Missile Command
(USAAMCOM), intends to procure Scientific, Professional, Engineering
and Other Technical Services to support rotorcraft and other aviation
related research, development, test and evaluation effort. Under the
contract awarded as a result of this acquisition, the contractor will
perform work only as tasked by task orders. The number and size of task
orders active at any one time during the term of the contract may vary
greatly. Task assignments may include any or all of the following
technology areas: Aerodynamics: Advanced Airfoil/ Planforms, Structural
Design Criteria, Rotor Acoustics Modeling, Analytical Tools, Rotor Body
Interactions, and Load Predictions. Flight Controls: Helicopter
Handling Qualities and Integrated Controls. Structures: Structural
Integrity, Light Weight Structures, and Inspection/Manufacturing.
Subsystems: Detectability/ Countermeasures, Vulnerability/ Safety,
Reliability and Maintainability, Combat Maintenance, Logistics
Technology, Long Range Advanced Infrared Radar, Advanced Materials,
Command & Control On the Move, and Mission Planning. The planned period
of performance for this effort is 36 months. A single indefinite
quantity/ indefinite delivery contract with cost-plus-fixed-fee
delivery order is anticipated. Award is planned for 1 October 1998. The
solicitation will be issued subject to availability of funds. The RFP
is unclassified; however a SECRET facility clearance and SECRET
safeguarding capability will be required for award. The RFP will be
made available to potential offerors by way of AATD's web site at
http://155.217.5.78/. The RFP will not be issued sooner than 15 days
following the publication of this notice in the CBD. Potential offerors
should thereafter check the web site on a daily basis until the RFP is
issued. Issuance of the RFP by way of the web is preferred, but any
potential offeror not having access to the web may request that a copy
of the RFP be transmitted bymail. The request must be in writing to
the Applied Aviation and Technology Directorate, ATTN: Contracting
Division, Building 401, Lee Boulevard, Ft Eustis, Virginia 23604-5577
and must cite RFP DAAH10-98-R-0006. This action is 100 percent small
business set-aside and will not be open to the participation by foreign
firms. The Standard Industrial Classification (SIC) Code applicable to
this procurement is 8731, the size standard for which is 1500
employees. No telephone or facsimile requests for mail transmittal of
the RFP will be accepted. The schedule of events for responding to this
solicitation includes 1) A letter of intent to propose shall be
provided to the address above within 10 days from the issue date of
this RFP so a date and time for the presentation of the oral part of
the proposal can be scheduled; 2) The written past performance of the
offeror's proposal shall be provided to the address above within 14
days from the issue date of the RFP; 3) all other volumes will be
provided at the closing date for the RFP. All responsible sources may
submit a proposal which if timely received, shall be considered by the
