TO PROVIDE A QUICK TURN AROUND RESEARCH CAPABILITY IN BUILDING SCIENCE AND BUILDING REGULATORY RESEARCH. The Department of Housing and Urban Development (HUD) is contemplating issuance of a sole source Indefinite Quantity Contract to provide a quick turn around research capability in building science and building regulatory research to the National Institute of Building Sciences (NIBS), 1090 Vermont Avenue, NW, Suite 700, Washington, DC 20005-4905. The purpose of this contract is to provide HUD with research capability indentifying and evaluating existing and new building regulatory systems; developing criteria for such systems; developing, promulgating, and maintaining nationally recognized performance criteria, standards and other technical provisions for maintenance of life, safety, health, and public welfare suitable for adoption by building regulation jurisdictions and agencies, including test methods and other evaluation techniques. The services to be required under this contract shall be performed under individual task order(s). The Ordering Period is contemplated to be 48 months. The Government shall order a minimum of $150,000 and a maximum of $2 million under this contract. This notice of intent to issue a contract is not a formal Request for Proposal. See Note 22.
