912-926-6726 This is NOT a presolicitation notice pursuant to FAR Part
5, but is a MARKET SURVEY to identify sources with the capability to
print WR-ALC managed digitized technical orders. Air Force Technical
Orders print guidance is MIL-HDBK-38790. The digitized technical orders
are in CCITT Group IV Tagged Image File Format (TIFF), Adobe Portable
Document (PDF) Format, and Joint Photographic Expert Group (JPEG)
Format. A single PDF file represents a complete up-to-date technical
order. In contrast, each TIFF or JPEG file represents a page of the
technical order, and the entire technical order is made up of multiple
TIFF files that are sequentially numbered. Pages with color graphics
are in JPEG format because of smaller file size. JPEG files are
numbered in accordance with their position within the technical order.
Technical orders are available in different types and page sizes.
Technical order standard sizes are 4 x 7 inches, 5 x 8 inches, and
8-1/2 x 11 inches. Foldouts are 11 x 17 inches or longer and have
an8-3/4 inch blank apron. Printed paper documents from digitized data
shall have a resolution of 600 dots per inch (dpi). Folding and hole
drilling guidance are specified in MIL-HDBK-38790. Currently, WR-ALC
has over 3 million pages of digitized technical orders available, and
printing estimates are 28M pages per year or 2M pages per month. This
notice does not constitute an Invitation for Bid or Request for
Proposal and is not to be construed as a commitment by the Government.
The Government will not reimburse contractors for any cost incurred
for their participation in this survey. A Draft Printing Requirements
Document and a Contractor Capability Survey are available on the web
via the WR-ALC Small Business Office Homepage
http://www.robins.af.mil/orgs/alc/smallbusiness/techord.htm. The extent
of foreign participation or level of security clearance required to
receive a solicitation has not yet been determined. Therefore,
participation in this survey may not necessarily result in your company
being able to participate in the solicitation. Large and small
businesses are encouraged to participate in this survey. Responses to
this survey are due prior to close of business Friday, 10 Jul 98. If
