Office, (202) 307-0954. This Pre-Solicitation Notice is to announce
that the Federal Bureau of Prisons intends to construct a new Federal
Detention Center (FDC) to be located in Honolulu, Hawaii. Invitation
for Bid X00-0320 is a single bid package construction solicitation. The
proposed FDC is currently planned to house (670) pretrial inmates in a
multi-story building comprising of approximately 27,986 square meters.
The FDC will include housing units, food service, health service,
administrative offices, and other support functions and services. The
project also contains a one story 2,335 square meter detached warehouse
building. The warehouse building is designed to be a prefabricated
metal structure. All related work must be completed with (730) calendar
days after issuance of the initial official Notice to proceed. The
successful bidder will be required to furnish all labor, materials,
services and equipment to complete the construction of the project. In
accordance with FAR 36.204, the estimated price range for the
construction of this facility is expected to exceed 10 million dollars.
The Invitation for Bid documents will be available on or about June 22,
1998, with a closing date stated in the Invitation for Bid. A site
visit and Pre-Bid Conference will be conducted on or about July 15,
1998, with the time and location to be announced at a later date. This
procurement action is not set-aside for small business concerns.
However, participation by small, small disadvantaged, and small
woman-owned business is encouraged. The successful bidder will be
required to submit a subcontracting plan for this procurement regarding
the utilization of small, small disadvantaged, and small woman-owned
businesses. All responsible interested sources will be required to
submit solicitation request in writing. The bid documents will be
available from the Architect-Engineer Firm of Wimberly Allison Tong &
Goo, 700 Bishop Street, Suite 1800, Honolulu, Hawaii, 96813. A
non-refundable bid package fee in the amount of $772.00 shall be
charged for each set of bid documents, and shall accompany each
solicitation request. Only certified checks and money orders will be
accepted, and made payable to Wimberly, Allison, Tong & Goo . Also, a
copy of the written solicitation request shall be faxed to the project
contracting Officer. The Contracting Officer and point of contact for
