ESTIMATED COST RANGE: Between $1,000,000.00 and $5,000,000.00. Project AJXF 98-1541 consists of providing all plant, labor, equipment, and materials and performing all operations required to repair airfield pavements on Andrews AFB. The work includes but is not limited to: (1) Repair spalled concrete airfield pavement; (2) Repair existing concrete expansion/contraction joints and cracks; (3) Remove and replace existing full slab with severe spalling or multiple cracks. Regrade and recompact base coarse. Replace and seal the joints around the perimeter of the slab; (4) Provide two seal coats for the existing asphaltic concrete airfield pavements; (5) Provide new airfield pavement markings for runways, taxiways, aprons and the areas receiving seal coating; (6) All striping which is removed or obliterated shall be replaced, including areas of slab replacement and spall repair; (7) Remove existing airfield pavement markings by high pressure water blasting; (8) Remove existing 5" thick asphaltic concrete pavement and 6" subbase and provide new 6" crushed stone base, 2 " thick asphalt base course and 2 " thick asphalt surface course. The proposed contract will be an Indefinite Delivery Requirements Contract with a base year and two one-year option renewal periods. The contract performance period is 365 calendar days for the base year and 365 calendar days for each option year renewal. The proposed procurement is being issued as an unrestricted acquisition and is subject to the evaluation criteria contained in DFAR 252.219-7008, Notice of Evaluation Preference for Small Disadvantaged Business Concerns Construction Acquisitions Test Program. Award will be made to the offeror who the Government determines can best accomplish the necessary work to satisfy the requirements set forth in the RFP in a manner most advantageous to the Government. The Government reserves the right to award a contract to other than the low offeror. Offer guarantee required. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any bid/proposal preparation costs.
