Global Air Traffic Operations/Mobility Command and Control (GATO/MC2)
Systems Program Office (SPO) has the mission of supporting the
acquisition of Communications Navigation Surveillance/Air Traffic
Management (CNS/ATM) avionic systems for DoD aircraft. In order to
develop strategies that best support aircraft platform SPO acquisition
and integration efforts, the GATO/MC2 SPO requests inputs from
industry regarding the Draft Request for Proposal (DRFP) for the
procurement of Communication Management Units (CMU) and Airborne
Satellite Communication Units (SATCOM) components and services. This
acquisition will allow for the purchase of CMU and SATCOM components,
related logistics support functions, and integration support for the
individual aircraft platforms on an Indefinite Delivery/Indefinite
Quantity (ID/IQ) basis. The basic CMU system consists of an ARINC 758
CMU with Aircraft Personality Module (APM), a data link printer, a data
loader (avionics), and multi function control and display units (MCDU).
Additional CMU components are ARINC 758 CMUs with ARINC 724B wiring and
APM along with portable data loaders. The basic SATCOM system consists
of the Intermediate Gain INMARSAT Aero Service (AERO-I) unit. The DRFP
number F19628-98-R-0030 will be available on or about June 12, 1998 at
the following website: http://www.herbb.hanscom.af.mil/rfp.asp and
select the link to "GATM II (CMU and Airborne SATCOM Units)." A hard
copy of the DRFP will be issued to those requesting a copy by
contacting John Abisamra at (781) 377-9024 (e-mail address of
abisamraj@hanscom.af.mil). This acquisition will follow the procedures
in FAR 12 entitled, Acquisition of Commercial Items, and associated
supplements. Final comments and questions to the DRFP will be received
via fax at 781-377-9300, or at electronic mail address
emmonsj@hanscom.af.mil not later than June 29, 1998. The Government
highly encourages submissions of comments and questions prior to this
date. The Government will release all questions, associated responses,
and any comments on a non-attribution basis on the GATM II website
listed above. This request does not constitute an official Request for
Proposal (RFP). In addition, a pre-solicitation conference is
scheduled on Friday June 19, 1998, at the O'Neil Building Auditorium
(Building 1612), Hanscom AFB, MA at 900 hours. Attendance is limited to
three (3) attendees from each prospective offeror. Request prospective
attendees pre-register by contacting Major Jeffery Emmons at (781)
377-7574 (or e-mail address of emmonsj@hanscom.af.mil) no later than
June 16, 1998 with the following: name(s) including company
affiliation, size and socioeconomic status of your business (e.g.
small, large, small disadvantaged), address, phone number, fax number,
and an e-mail address. Attendance to the CMU/SATCOM pre-solicitation
conference is encouraged, but is not mandatory and will not effect your
eligibility to submit an offer. Any information received by the
Government will not obligate the Government in any manner, neither will
the Government reimburse contractors for any costs associated with
submittal of any information or costs associated with the
