208-387-5717 The Bureau of Land Management (BLM) at the National
Interagency Fire Center (NIFC) intends to negotiate with only one
source under the authority of FAR 6.302-1 using Simplified Acquisition
Procedures (SAP) to acquire 300 copies of the "S-290 Intermediate
Wildland Fire Behavior -- Independent Study" on compact disc. The
government believes the only responsible source that can satisfy the
agency requirement is the Canadian Interagency Forest Fire Center,
210-301 Weston St., Winnipeg, Manitoba, Canada. A justification for
other than full and open competition has been prepared in support of
the acquisition. The Alberta Department of Environmental Protection,
Environmental Training Centre (ETC) and the National Wildfire
Coordinating Group (NWCG) entered into an agreement in November 1996
that gave permission for ETC to use materials from the S-290
Intermediate Fire Behavior course to develop independent study
materials on CD-ROM format. No other organization or group has
requested or been given use of the S-290 materials to develop a similar
product. To ensure accurate transfer of course materials and objectives
to this self-paced CD-ROM format, the ETC and the NWCG agreed that the
BLM, Office of Fire and Aviation, National Fire and Aviation Training
Support Group, Training Standards Unit would participate in the review
process. The program, as developed, was reviewed and tested by several
subject matter experts, given a complete standards review, and
certified by the NWCG as a self-paced product developed from the
existing S-290 materials. No additional developmental costs were
incurred. The ETC, a non-profit special operating agency of the
Canadian Government, is authorized to charge only enough to recover the
costs of development based on an estimate of the market potential. This
simplified acquisition has an estimated value of less than $50,000. No
Request for Quotation (RFQ) will be issued and no response will be
made to letters or telephone requests for a copy of a solitication.
This is not a request for competitive quotes but serves as a
procurement notice to fulfill public posting requirements in accordance
with FAR 5.101(a)(1). Firms believing they can provide the required
items are encouraged to identify themselves and give written
notification to the Contracting Officer. They must, however, provide
supporting evidence they can furnish the requested items at a cost that
will not exceed the total intended transaction cost. Vendors with this
capability may submit a quote for Government consideration no later
than 15 days from the published date of this synopsis announcement. SIC
