This is a solicitation and a small business setaside. The list of equipment required is as follows: 200 each hardwood riot police batons 36" length. 200 each canisters, chemical agent O.C. dispensers, 3.67 oz. size. 200 chemical agent carriers, black nylong. 25 dry chemical fire extenguishers 2 and one- half lb capacity at least. 200 chemical agent masks and filters for tearing agents with carrying cases. 200 each leather gloves, black kevlar li lined sizes should be 100 each medium and 100 each large. 200 each bags of disposable plastic handcuffs. Heavy duty plastic restraints with at least tensile strength of 370 lbs. Restraints must be at least 22 inches long and will lock into different positions. At least 10 each in one bag or enough bags to make a total of 2,000 restraints. 200 each riot helmets with face shields/neckprotectors. Black with gasket seal on face shield. Adjustable sizing straps. 200each riot shields -- full torso protection;4 mm thick shatter resistant polycarbonate; 24"W by 48" H. Handheld megaphones. 25 watts 115dB siren pistol grip plastic unit with shoulder strap. At least 1w" L. Includes all necessary batteries for operation. 200 each equipment bags- at least 12" X22" X 12" deep. Black waterproff, no lettering, zipper opening. 60 each CS chemical canisters. 2 oz. size. The Government will make an award to the responsible Offeror (s) whose offer conforms to the solicitation contained herein and is most advantageous to the Govt. (i.e., that which represents the best value to the Government), cost or price and other facotrs including time period required for delivery to consolidation point in Ft Worth, TX. The combined relative merit of the technical evaluation factors listed above will be more significant than cost or price in the selection of the contractor. While the cost or price factor has no numberical weight, it is a criterion in the overall. The proposed cost or price must be considered reasonable and must reflect the proposed technical requirements for the items. The Government may award a contract to other than the lowest priced offer. In the event that two or more offers are considered technically equivalewnt, the evaluated cost or price and delivery time to Ft.
