918-669-7038 Description: 1. Contract Information: A firm fixed price
contract will be negotiated for Architect-Engineer Services to provide
the design of the Physical Fitness Center, Vance Air Force Base,
Oklahoma. Required services consist of all work related to the
preparation of plans, specifications, construction cost estimates,
studies, and permit applications. Construction support services
including shop drawing reviews, field consultation, design
modifications, operation and maintenance manuals, and as-built drawing
preparation may be awarded as an option. This procurement is
unrestricted. The anticipated contract award date is July 1998. All
responders are advised that this requirement may be canceled or revised
at any time during the solicitation, evaluation, selection, and
negotiation. Final award date may vary and final completion date may
vary. If a large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the workit intends to subcontract. For your
information, the subcontracting goals for Tulsa District are 65% for
small business, 10% for small disadvantaged business, and 5%
woman-owned business. 2. Project Information: This project consists of
the alteration of the existing gymnasium and racquetball courts (737
SM) with an addition of 1623.6 SM. The facility will have provisions
for offices, conference/training, sauna, free weight and aerobic rooms,
showers, a kitchen facility, restrooms, and lockers. Supporting
facilities include utilities, lighting, parking lot and site
improvements. Estimated construction cost is between $1M and $5M.
Metric scale is required on construction drawings. Selected A-E will be
required to produce CADD drawings compatible with MicroStation software
(5.0 or higher) of Bentley Systems, access a Computerized Automated
Review Management Systems (ARMS) via modem, and produce cost estimates
using MCACES Gold 3.0 software. The content of the submittals as well
as level of completion required at various design stages are indicated
in the Southwestern Division Architectural and Engineering
Instructional Manual (SWD-AEIM), dated August 1996. Specifications
(Divisions 1 thru 16) shall be prepared in accordance with Tulsa
District Corps of Engineers Specifications instructions. Directions
provided in Chapter VII-SPECIFICATIONS of the SWD-AEIM shall not apply.
Instructions for preparation of specifications as provided on the Tulsa
District page (http.//swt.usace.army.mil/). Specifications shall be
prepared using the SPECSINTACT automated specification system. Further
information regarding the home page and the specifications may be
obtained by calling Tulsa District Specifications Section
(918)669-7030. The contractor shall provide at 100% design phase the
electronic bid documents of the design. 3. Selection Criteria: See Note
24 for general selection process. The selection criteria in descending
order of importance are: A. Past Performance on DOD and other
contracts with respect to cost control, quality of work, compliance
with delivery schedules, history of working relationships with
consultants, timely construction support, and overall cooperativeness
and responsiveness. B. Experience 1. Specialized recent experience and
technical competence of the A-E firm and/or consultants, in the
planning and design of fitness center facilities. 2. Designing within
cost limitations 3. Design Quality Management procedures-coordination
between disciplines and subcontractors. 4. Knowledge of locality.
Comparable experience of the firm and consultants on projects completed
within the last five years will be given the greatest weight. C.
Geographical locations and knowledge of probable site locality and
conditions, materials and supplies availability and applicable
regulatory requirements. D. Qualified registered professional personnel
with experience in the following disciplines: project management,
architecture, electrical, mechanical, fire protection, civil,
structural, cost estimating, geotechnical, and surveying. Particular
focus will be on the qualifications of the personnel with relevant
experience on similar projects. E. Sufficient capacity to complete the
design by April 1999 with emphasis on the staff to be assigned to the
project. F. Volume of DOD contract awards in the last 12 months as
described in Note 24. 4. Submission requirements: "Responding firms
must also provide the names and telephone numbers of clients as
references in their three most recent facility designs." See note 24
for general submission requirements. Interested firms having the
capabilities to perform the work must submit one copy of SF 255 and one
copy of SF 254 for the prime firm and all consultants to the above
address not later than the close of business on the 30th day after the
date of this announcement. If the 30th day is a Saturday, Sunday, or
Federal holiday, the deadline is the close of business of the next
business day. Include the firm's ACASS number in SF 255, Block 3B. For
ACASS information, call 503-326-3459. In SF 255, Block 10please
describe the firm's overall design quality management plan. A
project-specific design quality control plan must be prepared and
approved by the Government as a condition of contract award, but is not
required with this submission. Solicitation packages are not provided.
