The U.S. Geological Survey's (USGS) Geomagnetism group has a requirement to develop a data acquisition and manipulation software package for use on a new PC-based data collection platform (DCP) for the USGS network of magnetic observatories. DCP systems are used to perform complex functions required for observatory operations, including: the collection, manipulation, and storage of data; orderly shutdown and startup in the event of power failures; and dedicated access to the Internet. The DCP software will be for use on commercial, off-the-shelf personal computers (PC's) for multitasking operations including: recording 1-second samples; numerical filtering; GPS time synchronization; satellite data transmissions; on-site data access and display; ftp and e-mail operations, and remote system administration from the data collection and processing center located in Golden, Colorado. Because of the complexity and multi-disciplinary nature of these systems, the work will be completed in two (2) phases. Inthe first phase, the contractor will work with USGS personnel located in Golden, Colorado to identify the operational requirements, and write the specifications needed to develop such a software package for use on commercial PC's. In the second phase, the contractor will develop a preliminary prototype that will display the basic features for a proof-of-concept system that can be used for an evaluation and refinement of the requirements list. The system shall be a Graphical User Interface (GUI) program, capable of 1) running in a multi-user, multitasking operating system, 2) accessing various instrumentation inputs, such as magnetometers, GPS receivers, and A/D inputs, 3) performing required mathematical filtering, formatting, and storage of 1-second samples, 1-minute data values, 4) interfacing with the central processing facility for modifications to the system, and 5) operating white-board and video conferencing applications. Work will require expert knowledge of PC's and their standard operating systems;serial and parallel ports and their interfaces with various kinds of instrumentation such as modems, magnetometers, Analog-to-Digital (A/D) converters, satellite transmitters, and GPS receivers; Internet protocols and system operations and procedures for use with file transfer protocol (ftp), e-mail, and World Wide Web (WWW) operations. Expert knowledge of programming languages such as C++, Visual Basic, and Visual C for use in developing software to collect, manipulate, format, store, and retrieve geomagnetic data, and perform complex systems operations and analysis both on-site and remotely from a central processing center (CPS). Performance period includes 3 months to complete specification and 6 months to deliver the final product. Contractor will also be required to provide training. Work also include providing training.
