Administration (GSA), Public Buildings Service (PBS), Office of the
Chief Information Officer is seeking to acquire services for the
implementation and operation of a PBS Systems Development Center (SDC)
that is capable of delivering high quality information systems to its
information technology customers. The PBS is responsible for the
design, construction, management, maintenance, operation, alteration,
extension, remodeling, preservation, repair, improvement, protection,
and control of buildings, both federally owned and leased, in which
accommodations for Government activities are provided. Where
authorized, PBS is responsible for the acquisition, use, custody, and
accountability of GSA/PBS real property and related personal property;
for the external safety, health, and fire protection aspects of the
PBS mission; for the internal GSA employee occupational safety and
health program; for providing advice and expert testimony on behalf of
Federal agencies in proceedings before Federal and State regulatory
bodies involving public utilities; for representation of executive
agencies in negotiations of rates and contracts for public utilities
and for administering these arrangements; and for providing technical
advice and assistance to GSA and other executive agency contracting
officers in the development and use of, and public utility terms and
conditions to be included in, invitations for bids and contracts and
for promoting the maximum utilization of excess Federal real property,
disposition of surplus real property interests, and divestiture of
real property for executive agencies. The PBS manages the Federal
Government's real property inventory which consists of approximately
1800 government-owned and approximately 7,000 leased locations
nationwide. The SDC contractor shall implement a systems engineering
environment that is capable of yielding consistent, repeatable,
predictable and successful Information Technology project outcomes. The
SDC contractor shall provide high quality information systems through
sound systems engineering practices, policies, and procedures. The SDC
contractor shall ensure that consistent, documented, and controlled
systems management practices are implemented for all system development
and maintenance projects within PBS. The SDC contractor shall implement
a systems engineering environment that will allow PBS to: easily define
and track user requirements; deliver systems that meet user
requirements, on time, every time; share data/code easily among
systems; easily input and update data; remain consistent with the
agency's common information network architecture; obtain customer
feedback throughout the systems development life cycle; easily track
the cost of quality (cost of prevention, cost of appraisal, and cost of
failure); track project development costs; provide up front Project
Management Plans, Project Estimates, and detailed Work Breakdown
Structures to support management decision making. The SDC contractor
shall also support maintenance of current technology and legacy
business applications, databases, integration of Commercial
Off-The-Shelf (COTS) software in a Microsoft Windows (3.51 or higher,
95 or NT) and Local Area Network (LAN) environment with the ability to
be loaded on Novell/Windows NT/Oracle servers/A-Series. Services
provided through the PBS SDC shall include, but are not limited to the
following: systems development and maintenance; operations and
production control; feasibility studies and technical analyses such as
benefit cost analyses, data administration and modeling; helpdesk
support; hardware/software configuration management; change control;
quality assurance; technology research and development; training for
legacy, new systems and third party products, PBS SDC Awareness
Training; conduct user conferences; preparation and presentation of
management briefing materials; product demonstrations; development of
product newsletters and other effective communication aids needed to
provide system related information to interested parties; product
acceptance testing; LAN support; Post-implementation Reviews;
internet/intranet development; COTS and technical library management.
The PBS hardware environment includes: 7000 PCs; 190 file,
communication and print servers, 1400 printers, Modems/Data Service
Units, Synoptic and Cabletron communication hubs, Cisco Routers,
Telebit Netblazers, Cisco 5200 Remote Access Servers, 100 Mbps VG/FX,
Cisco 760 Series, Catalyst Series 5000. The PBS server software
environment includes: Novell 3.51 or higher, Microsoft (MS) NT --
3.51/4.0. The PBS telecommunications protocols environment includes:
TCP/IP, SNMP, MS NT RAS (TCP/IP). The PBS application development
environment includes use of the following tools: Data Bases Supported:
Oracle Version 7.1.4.3 (NW) & 7.3.3 (NT), Sybase, Progress and MS SQL.
Oracle is used for large scale PBS-wide applications. PBS desires to
limit its use of Sybase and Progress to its current installed base.
Microsoft Access -- Versions 2.0 and 7.0 as a single user data
basesolution. Languages Supported: C++ Version and Visual Basic
Development Environments: PowerBuilder and Designer/Developer 2000
Report Tools: Business Objects Other applications include: ADS for DOS,
NetWizard, InfoMaker, Appmeter, Calendar Creator Plus, cc:mobile, Corel
Draw, Cross Plus Connect, E-Forms, Power Chute Plus, Lotus Notes,
McAfee Anti-Virus, Novell LANalyzer, OnTime, Page Maker, PC Anywhere,
PCTools, Perform Pro, FedDesk, ProComm Plus, PhotoStyler, Reach Out,
MS-ADS, SQL Admin Tools, Sytos Plus, TBBS, Type Reader, Ventura
Publisher, Support Magic and PCMS. The A-Series computers located
nationwide are described below. Some regional offices have the same
configuration while others and the Central Office have unique
configurations. Each A-Series configuration in each region is augmented
by a CP2000. A-Series: A-11 Model 1222, A-7 Model 411, Micro-A Model
825, CP2000 Chassis Front-end Processor. There is one (1) national
office, eleven (11) regional offices and over 200 field offices in the
U.S. andits possessions. Most of our systems are Year 2000 compliant.
The services will be procured using the GSA schedules and a negotiated
BPA to include an incentive clause, and performance measurement
criteria. The BPA will have a one-year period of performance with four
(4) one-year options in accordance with the extension period of the
GSA Schedule contract. Interested parties shall provide two copies of
their current GSA Schedule contract, and one original and five (5)
copies of a written capability statement (maximum of twenty (20), 8 1/2
x11 single-sided pages) to the Contracting Officer by the designated
time and at the GSA address shown above. Telephone or facsimile is not
acceptable. The capability statements will be evaluated based upon:
(1) the vendor's proven successful performance with large projects
within a variety of business environments that are similar to the type
and complexity of the PBS environment using consistent, repeatable,
predictable and successful systems engineering practices and
methodologies modeled after SEI CMM, ISO 9000, etc.; (2) the
availability of these services on the GSA Schedule; (3) proven
capability for rapid response when required; (4) proven successful
management of subcontractors, and (5) demonstrated proven capabilities
through past performance to perform all the requirements and services.

representative projects. This project will be accomplished by
undertaking a two-step evaluation process as follows: (1) Evaluate the
maximum 20 page capability statements from all interested parties with
a current GSA schedule contract. (2) Based upon initial evaluations
only, a limited number of sources will be invited to compete in the
