proposals from offerors that have technical expertise and experience in
judicial system reform in Latin America and the Caribbean or in
developing countries in other regions of the world, including
significant USAID project implementation experience in this sector.
This Program has been designed to provide technical assistance and
training to the judicial branch under USAID/Nicaragua's Rule of Law
(ROL) Agreement signed with the Government of Nicaragua (GON) on March
25, 1998. A project Implementation Unit (PIU) will be required under
the proposed contract which will be for a five year period in Nicaragua
beginning in 1998. The Code Reform and Modernization Program will
provide support to the Supreme Court for the implementation of the
Administrative Procedures Code, the design and implementation of the
Penal and Criminal Procedures Code and the training of personnel in the
new codes, including the Organic Law for the Judicial Branch. The
Mission anticipatesawarding a Cost-plus-Fixed Fee contract for the
purpose of working in the Code Reform and Modernization project in
Nicaragua. The period of performance of this Contract will be for
approximately 5 years. RFP NO. 98-10 for this requirement will be
available on or about June 22, 1998. The closing date for receiving
proposals should be August 11, 1998. Interested parties shall contact

opening day of same. The Standard Industrial Classification Code for
this procurement is 8999. The preferred method of distribution of USAID
