COMMERCE BUSINESS DAILY ISSUE OF JUNE 12,1998 PSA#2115L-ASSESSMENT OF INDUSTRY CAPABILITIES TO PERFORM AIRCREW OPERATIONS
SPECIAL NOTICE: This is a Request For Information (RFI). Air Force
Materiel Command (AFMC) currently operates a fleet of unique test
support aircraft and is primarily interested in assessing industry
capabilities to perform aircrew operations for these aircraft. AFMC is
also interested in innovative approaches to reduce costs in other
areas of the test support aircraft mission, including maintenance. The
aircraft under consideration for contractor aircrew support include:
3 NT/T-39s, 3 C-12s, 1 C-130, 1 KC-135R, 3 EC-18Bs, 2 EC-135Es, and 1
NKC-135E based at Edwards Air Force Base (AFB), CA; 1 C-135E based at
Wright-Patterson AFB, OH; 1 C-135E and 2 NKC-135B/E based at Kirtland
AFB, NM. Contractor aircrew members shall be fully qualified to
appropriate FAA and/or military standards but do not need to be
graduates of a formal test pilot school. Contractor aircrew members
need to be available to support test missions conducted worldwide. At
this time, AFMC is interested in addressing the feasibility of
contracting for test support aircraft operations. This RFI is no way
obligates the government to future contracting proposals from industry
to satisfy test support aircraft requirements. Please provide
information by 10 July 1998 on your capabilities and experience in
