Offeror shall provide bundled electric service that includes a separate price for generation and transmission of firm electric power to the local distribution utility's system serving each Federal electric account included in this commercial item solicitation. The commercial item solicitation will be posted and can be downloaded by interested parties from the following internet addresses: www.gsa.gov/pbs/xu/puindex.htm and www.pbs3@gsa.gov. The solicitation will be posted in the "contracting opportunities" section of the web sites on or about June 19, 1998. A pre-bid conference is scheduled for 10:00 a.m. on July 15 in Philadelphia. The exact location of the conference will be posted on the internet sites. To be included in the solicitation, account holders must commit to participation with GSA via a signed Memorandum of Agreement. Since the exact make-up of the electric requirements that will be eligible to compete their requirements is not known at this time, we have included 100% of each account's electric usage history. The anticipated peak monthly demand may range between 60 and 100 MW per month. We plan to amend the solicitation on or about September 3, 1998 to reflect the final electric load participating in this solicitation. Additional requirements may be added by amendment after that date so prospective offerors are advised to visit the internet sites prior to submitting an offer. Selection of the successful offeror(s) will be made using source selection procedures with selection based on price and technical capability. The due date for offers shall be 2:00 PM on September 17, 1998. The term of the contract will be from January 1, 1999 through December 31, 1999. The Government may make multiple awards as a result of this solicitation. This procurement is being issued on an unrestricted basis. The SIC Code is 4911.
